Budget not balanced, disappointing for commoners

The Pakistan Economy Watch (PEW) on Sunday said the Rs 3.25 trillion budget seems to be too optimistic when it comes to additional taxation measures of Rs 133 billion and 4.5 pc growth rate for FY 2010-11.
50 pc hike in salary of govt employees and income tax exemptions for businessmen and salaried class has nothing to do with the majority who are not immune to the uncontrolled inflation.
WHT on power bills has been decreased by 5 pc while FED on gas has been enhanced which will increase cost of CNG and electricity generation. It will contribute towards poverty and push cost of doing business upwards, said Dr. Murtaza Mughal, President PEW.
An increase of 57.7 pc in federal transfers to provinces, imposition of additional tax on cigarette manufacturers and cut on import duties on medicine and edible oil inputs many bring prices of some essentials slightly down, he said.
Allocation to health sector has been cut by 27 pc, share of Pakistan Atomic Energy Commission has been sliced by 22 pc, tourism part slashed by 35 pc, cultural promotion will get 21 pc reduced amount while HEC is to face a reduction of Rs 7 billion as compare to last year, which is a serious blow to education.
Efforts for a cleaner environment will face setback as the allocation to this sector has been trimmed by 55 pc.
Defence budget is up by 64 billion while spending by Presidency and PM house has been jacked by 27 pc. In such a situation, how come rulers ask others to curtail unnecessary spending, Dr. Mughal asked.
Taxation proposals are not realistic as government preferred to remain silent on agricultural tax. No measures were announced to boost agriculture, promote exports or curtail smuggling through transit trade agreements.
PEW believes that government is not in a mood to introduce any basic changes which will push it to slap more cuts on developmental expenditure.
Government will continue to borrow heavily to meet expenditures. Additionally, it will continue to boost forex reserves through foreign loans.

اسلام آباد(جون 06 ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے مالی سال 2010-11کا بجٹ مایوس کن ہے جس سے غربت،مہنگائی اور عدم استحکام بڑھے گا۔3.25کھرب کے اضافی ٹیکسوں کی وصولی کا ہدف اور 4.5فیصد شرح نمو خام خیالی ہے۔ انھوں نے کہا کہ سرکاری ملازمین کی تنخواہوں میں 50فیصد اضافہ کم ہے اور ملکی اکثریت کو بالکل نظر انداز کر دیا گیا ہے جو خودکشیاں کر رہے ہیں۔انھوں نے کہا کہ بجلی کے بلوں پر عائد ود ہولڈنگ ٹیکس میں پانچ فیصد کی کمی دکھاوا ہے کیونکہ گیس پر سنٹرل ایکسائیز ڈیوٹی سے سی این جی اور بجلی کی قیمت بڑھے گی جس سے ہر شخص متاثر ہو گا۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ خوردنی تیل اور ادویہ کی درامدی ڈیوٹی میں کمی سے ان اشیاءکی قیمت پر معمولی فرق پڑے گا۔ انھوں نے کہا کہ صحت کے شعبہ کا بجٹ 27فیصد کم کر دیا گیا ہے کو ظلم ہے۔ اسی طرح اٹامک انرجی کمیشن کی الاکیشن میں 22فیصد، ٹورازم کے شعبہ میں35فیصداور ہائی ایجوکیشن کے شعبہ میں سات ارب روپے کی کمی کی گئی ہے۔انھوں نے کہا کہ ماحولیات کی مد میں 55فیصد کٹوتی کی گئی ہے جبکہ ڈیفنس کا بجٹ 64ارب روپے بڑھایا گیا ہے۔عوام کو بچت کا سبق پڑھانے والے ایون صدر اور وزیر اعظم کے بجٹ میں 27فیصد اضافہ کیا گیا ہے۔ڈاکٹر مغل کے مطابق ٹیکسوں کی تجاویز حکومت کی خواہشات پر مبنی اور ناقابل عمل ہیںاور حکومت بجٹ میں زرعی ٹیکس ، برامدات اور سمگلنگ کا سبب بننے والے معاہدوں پر خاموش رہی ہے۔انھوں نے کہا کہ موجودہ بجٹ سے محسوس ہوتا ہے کہ کوئی بنیادی تبدیلی نہیں آئے گی۔حکومت اپنے اخراجات کے لئے قرضوں پر انحصار کرتی رہے گی، ترقیاتی بجٹ میں کمی جاری رہے گی اور زرمبادلہ کے زخائر بڑھانے کے لئے آئی ایم ایف سے بھیک مانگنے کا سلسلہ جاری رہے گا۔
