Annual ritual of little benefit to poor
The Pakistan Economy Watch (PEW) on Sunday said Ramazan package has become a formal procedure that is of little significance as far as providing relief to masses is concerned.
Government will again try to check the hike in prices of essential food items during the holy month through subsidy, which amounts to accepting supremacy of profiteers, it said.
Such measures have rarely succeeded in the past and there is no proper mechanism in place to make it a success in future, said Dr. Murtaza Mughal, President PEW.
The decision to provide Rs 2.27 billion subsidy merits may explanations including the source of funds and the sectors which would be compromised.
He said that there are only 5700 utility stores in Pakistan, if statistics are to be believed. This means only one outlet to cater the needs of around 30,000 people.
Over 67 percent of the population lives in rural areas with majority having no access to utility stores. Its impact on an average household size of 6.8 will be next to nothing, said Dr. Murtaza Mughal.
Statistically, it will help every Pakistani by around Rs 13 if delivered without leakages. On ground, traders, hoarders, officials and a small portion of urban population will benefit from the move.
PEW believes the major chunk of aid will not reach where it is needed most.
Stressing the need for targeted subsidies, he said that wide-ranging subsidy could never be as effective as direct grant.
Government has over five million tonnes of surplus wheat that exceeds the storage capacity by a million tonnes. Authorities can cut price or provide it to needy than to leaving it at the mercy of weather, influential politicians, traders and babu shahi, said Dr. Mughal.

اسلام آباد( جولائی 18) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے رمضان پیکج بھوک سے بلبلاتے عوام سے مزاق ہے۔ رمضان میں سبسڈی دینا ایک غیر ضروری سالانہ رسم ہے جس کا عوام کی فلاح سے کوئی تعلق نہیں اور یہ حکومت کی جانب سے تاجروں، منافع خوروں اور کرپٹ اہلکاروںکی قوت کے سامنے اظہار ِبے بسی بلکہ اقبال جرم ہے۔ ایسے اقدامات سے ماضی میں کوئی فائدہ پہنچا ہے نہ مستقبل میں کوئی امکان ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ یہ واضع نہیں ہے کہ 2.27ارب روپے کی سبسڈی کے لئے کونسے شعبہ کو قربانی کا بکرا بنایا جائے گا۔انھوں نے کہا کہ اگر ملک میں5700 یوٹیلیٹی سٹوروں کا دعویٰ درست تسلیم کر لیا جائے تو اس کا مطلب ہے کہ 30000 افراد کے لئے ایک سٹور ہے۔حقیقت یہ ہے کہ ملک کی 67فیصد آبادی دیہات میں رہتی ہے جنکی اکثریت کو ان سٹوروںتک رسائی نہیں۔انھوں نے کہا کہ اگر سبسڈی کا فائدہ غریبوں تک خرد برد کے بغیر پہنچ بھی جائے تو فی پاکستانی 13 روپے بنتے ہیں جو ایک سنجیدہ مذاق کے علاوہ کچھ نہیں۔ڈاکٹر مغل نے کہا کہ رمضان پیکج کا اصل فائدہ بابو شاہی، دکانداروں اور شہری آبادی کے معمولی حصہ کو پہنچے گا اس لئے ایسے پیکجوں پر پراہ راست امداد کو فوقیت دینی چائیے جس کا مناسب نظام ابھی تک نہیں بن سکا ہے۔ انھوں نے کہا کہ حکومت کے پاس 40لاکھ ٹن گندم ذخیرہ کرنے کی گنجائش اور پچاس لاکھ ٹن گندم کا ذخیرہ موجود ہے جو موسم، سیاستدانوں، افسران اورمنافع خور تاجروں کے رحم کو کرم پر ہے۔دس لاکھ ٹن گندم کو ضائع کرنے کے بجائے اس کی قیمت کم کر کے غریبوں کو فائدہ پہنچایا جاسکتا ہے۔
