Alternatives to controversial taxes suggested
The Pakistan Economy Watch (PEW) on Monday said Reformed General Sales Tax (RGST) is violation of basic human rights, principles of democracy and fair play.
Government can contain lavish expenditures, trim cabinet, recover written off loans, cut loses in inefficient state enterprises, curb rampant smuggling, boost remittances and abolish exemptions accorded to favourite sectors to raise funds.
Rulers are not pleading case of waiver of $50 billion foreign debt properly, said Dr. Murtaza Mughal, President of PEW.
He said that welfare states rely on direct taxation while our authorities always opt for a shortcut of indirect taxation which is a crime against poor people of Pakistan.
“Authorities should have some pity on masses,” he said adding that international community and lending institutions should come up with a realistic plan to help government.
He regretted that masses business community, opposition and provinces were not taken on board before the approval of RGST by the Federal Cabinet which has raised suspicions among stakeholders.
We can only hope that our rulers keep interest of country supreme during negotiations, said Dr. Murtaza Mughal.
Government is strong-arming stakeholders but the fact remains that RGST bill can never get approved as it is unacceptable by masses, traders and coalition partners, he said.
Our sovereignty is being violated by lenders, he said.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے اصلاحاتی جنرل سیلز ٹیکس بنیادی انسانی حقوق، جمہوریت اور انصاف کے قوانین کی کھلی خلاف ورزی ہے۔ حکومت عوام کی کمر توڑنے کے بجائے اپنے اخراجات، کابینہ کا حجم ، سمگلنگ، کرپشن اور غیر منافع بخش اداروں کا نقصان کم کرے۔اربوں روپے کے قرضے واپس لئے جائیں، ترسیلات میں اضافہ کیا جائے اوربااثر شعبوں کو ٹیکس میںچھوٹ دینے کا سلسلہ بند کیا جائے۔انھوں نے کہا کہ پچاس ارب ڈالر کے قرضوں کی معافی کے معاملہ میں حکومت گومگو کا شکار ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ آر جی ایس ٹی کے سلسلہ میں عوام، تاجروں،صوبوںاور حکومت میں شامل جماعتوں کو اعتماد میں نہیں کیا گیا ہے جس سے شکوک و شبہات کو ہوا مل رہی ہے۔ دراصل حکومت، امریکہ اور آئی ایم ایف کے پاس پاکستان کی معیشت کو سدھارنے کے لئے کوئی پلان ہے ہی نہیںاور حکومت نے اپنی خود مختاری اور اقتدار اعلیٰ گروی رکھ دیا ہے۔ڈاکٹر مغل نے کہا کہ عوام امید ہی کر سکتے ہیں کہ ہمارے اربابِ اختیار مزاکرات میں پاکستان اور پاکستانیوں کے مفادات کا خیال رکھیں۔
