US should not encourage tax rate but base

The Pakistan Economy Watch (PEW) on Wednesday said US should not push Pakistan to hike tax rate. Instead, it needs to stress on widening the tax base.
Stressing across-the-board tax base may improve US rating among common Pakistanis as it will improve economy and overall situation, it said.
The campaign of US Ambassador to Pakistan Cameron Munter is not going down well with taxpayers. His move is against the interest of his own country, said Dr. Murtaza Mughal, President PEW.
He said that unlike majority of Pakistanis, a good number of trade leaders as well as industrialists support America but now some have started thinking otherwise.
US reluctance to talk on taxing agricultural income and increasing corruption has raised concerns in many circles, he said. It is yet to demand transparency in FBR and state-run inefficient enterprises.
Dr. Murtaza Mughal said that government would gain nothing from RGST except promotion of undocumented economy, tax evasion and political frictions.
US Ambassador should try to ensure access of Pakistani goods to American markets to improve ratings, he opined.
“Rulers should try to eradicate or at least minimise corruption, not to promote it as it has resulted in international disgrace,” he said.
Corruption has transformed Pakistan into a heaven for international financial criminals who are looting our wealth. It has stopped development, increased poverty and boosted uncertainty. It has put the country on path of social, political and economic disorder.
Dr. Mughal said that actions of incompetent politicians are resulting in disappointment among masses and they think that democracy cannot work in Pakistan.

اسلام آباد( دسمبر 08 ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے امریکہ ٹیکس کی شرح کے بجائے ٹیکس کا جال پھیلانے پر زور دے تاکہ پاکستان کی معیشت بہتر ہواور اسکی ساکھ بہتر ہوسکے۔امریکی سفیر کی آر جی ایس ٹی کے متعلق مہم سے انکے اپنے مفادات کو نقصان پہنچ رہاہے۔ تاجر و صنعتکاروں طبقہ جن کی اکثریت امریکہ کی حامی ہے میں امریکی ارادوں کے متعلق منفی سوچ جنم لے رہی ہے۔ آر جی ایس ٹی سے ٹیکس چوروں اور زیر زمین معیشت کی حوصلہ افزائی اور سیاسی مخالفت کے سوا کچھ حاصل نہیں ہو گا۔حکومت کرپشن میں اضافہ کے بجائے اسکے خاتمہ کے لئے کوشش کرے۔امریکہ اور آئی ایم ایف کی زرعی آمدنی پر ٹیکس لگانے اور ایف بی آر سمیت تمام اہم محکموں میں کرپشن ختم کرنے کے معاملہ پر خاموشی سے ان کے بارے میںشکوک و شبہات میں اضافہ ہو رہا ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ پاکستانی مصنوعات کو اپنی منڈیوں تک رسائی دینے کے معاملہ پر امریکہ کو سانپ سونگھ جاتا ہے مگر مداخلت دھڑلے سے جاری ہے۔انھوں نے کہا کہ ملک میں بڑھتی ہوئی کرپشن نے بین الاقوامی برادری میں ہمیں رسوا کر کے رکھ دیا ہے اور ملک کو دنیا بھر کے مالیاتی مجرموں کی جنت بنا کے رکھ دیا ہے جو ہماری دولت کو دونوں ہاتھوں سے لوٹ رہے ہیں۔ کرپشن سے ملکی ترقی رک گئی ہے، غربت ، بے یقینی اور طبقاتی کشمکش بڑھ رہی ہے اور ملک سیاسی،سماجی ومعاشی عدم استحکام کی راہ پر گامزن ہے۔ڈاکٹر مغل نے کہا کہ نااہل و غیر دیانتدار سیاستدان ہی عوام کو جمہوریت سے مایوس کر کے اپنے پاﺅں پر کلہاڑی مار رہے ہیں۔
