Agri uplift tiedto availability of cheap credit

The Pakistan Economy Watch (PEW) on Sunday said availabilityof cheap credit can accelerate development of agricultural sector and ensurefood security.
Getting finances through informal as well as formal sourcesis a worldwide phenomenon in the rural areas but many nations are trying tofacilitate farmers through cheap credit to improve their standard of living, itsaid.
However, Pakistan lags behind as farming communities stillprefer informal financial sources to formal financial markets to obtain loansthat are costly but easily accessible, said Dr. Murtaza Mughal, President ofthe PEW.
Provision of affordable financial resources can facilitateagriculture growth by improving productivity which will promote the overalleconomic growth by supporting the other
critical sectors, he said.
Dr. Murtaza Mughal said that relationship between financesand development is evident thence farmers cannot be left of the mercy ofinformal lenders.
He said that government must pay attention to agri-reforms,encourage R&D, design new products for rural population and pay attentionto rising input costs to stimulate agricultural growth.
Financial institutions should provide affordable loansto farmers that will automatically create demand for financial services inrural areas opening new window of opportunity, he said.
Government and State Bank should revisit thefinancial reforms to improve the efficiency of agriculture sector afterstudying the structure of the economy not forcefully implemented by internationalfinancial institutions.
Province of Punjab deserves attention which produces around 70% of the wheat, 80 % of cotton, 50 % of sugarcane, 40 % of rice, over 70 % ofthe buffaloes and 50 % of the cattle.
Dr. Murtaza Mughal said that enormous growthopportunities exist in this sector; all that is required is a right approach.
Otherwise,he warned, people will remaininsecure despite 25 %of cultivable land and one of the finest irrigationsystems of the world.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ زرعی ترقی کا دارومدار سستے قرضوں کی فراہمی پر ہے جس کے بغیر کاشتکاروں کی خوشحالی ، زرعی خود کفالت اور غذائی تحفظ کا حصول نا ممکن ہے۔انھوں نے کہا کہ مغربی ممالک نے کاشتکاروں کو بینکوں کے زریعے سستے قرضوں کا موثر نظام وضع کر لیا ہے جبکہ تیسری دنیامیں کاشتکار مقامی زرائع سے ملنے والے مہنگے قرضوں کو سہولت کی وجہ سے ترجیح دیتے ہیںمگر پاکستان میں صورتحال خراب ہے جہاں سود خوروں نے سارے زرعی نظام کو یرغمال بنایا ہوا ہے جبکہ حکومت خاموش تماشائی بنی ہوئی ہے۔انھوں نے کہا کہ کسانوں کا معیار زندگی بہتر ہونے سے زراعت کو ملک کی کل پیداروا کا چوتھائی ہے ترقی کرے گی جس سے پوری معیشت پر مثبت اثرات مرتب ہونگے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت زرعی اصلاحات نافذ کرے، اس شعبہ میں ریسرچ کو ترقی دے اور سٹیٹ بینک کے ساتھ مل کر سارے نظام کا جائزہ لے کر ترقی کے لئے اقدامات کرے۔ ان اقدامات میں بین الاقوامی مالیاتی اداروں کا کوئی کردار نہیں ہونا چائیے۔ستر فیصد گندم، اسی فیصد کپاس، پچاس فیصد گنا، چالیس فیصد چاول، ستر فیصد بھینسیںاور پچاس فیصد دوسرے جانور پنجاب میں ہیں اسلئے یہ صوبہ توجہ کا مستحق ہے۔
ڈاکٹر مغل کے مطابق پچیس فیصد قابل کاشت رقبہ اور دنیا کے بہترین نہری نظام کے باوجود زراعت کی بدحالی ناقابل فہم ہے۔
