The Pakistan Economy Watch (PEW) on Wednesday said the Energy Conference was a step initiated by the government to stop long march planned by frustrated masses and dismayed business community of Punjab.
The decisions taken to conserve electricity were nothing but a repetition of the past mistakes which will never help anyone gain anything, it said.
It is amazing that conference focused on energy conservation while power production took secondary position, said Dr. Murtaza Mughal, President PEW.
He said that there was no resolution on Kalabagh dam which indicates lack of interest on the part of federal and provincial governments in resolving power issue on sustainable basis.
Dr. Murtaza Mughal said that oil producing countries would also close markets by sunset but traders in an energy starved country would never agree to such steps.
“I doubt the ability of the incompetent and weak government to impose the decision on markets,” he said.
He questioned that why government continued to blame Musharraf for not adding a single megawatt to the national grid while pushing rental power projects and ignoring positive steps to overcome energy shortages.
How can masses trust and cooperate with government that claims to have added 3400 mw in the power grid while ground realities are otherwise.
Dr. Murtaza Mughal said that Pakistan is the only country in the world where claims of the government, prices of energy and duration of outages are increasing simultaneously.
Similarly, it is only possible in the current democratic set up that a finance minister claims that ratio of debt to GDP has been decreased which is negation of SBP, Finance Ministry, ADB, IMF and World Bank reports, he added.
He said that masses will never cooperate with the incredible government unless they see them sacrificing some luxuries.
If the decisions, if accepted by all the stakeholders, will help reduce demand by seven per cent which proves that conservation is good but it is not a solution on the back of demand which is growing by 10 per cent per annum, he said.
There is no energy crisis in Pakistan but crisis of proper management.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے توانائی کانفرنسوں سے نہیں منصوبوں سے ملے گی۔بجلی بچانے کی ناکام کوششوں کو دھرانا حماقت کے سوا کچھ نہیں۔دو روز کی چھٹی سے کام چور سرکاری عملہ کے وارے نیارے ہو جائیں گے جبکہ عوام کی مشکلات میں اضافہ ہو گا۔تاجر ملک مفاد کے بجائے صرف اپنے مفاد میں سوچتے ہیں جو مارکیٹیں آٹھ بجے بند کرنے کی مخالفت کریں گے جبکہ کمزور حکومت انکے خلاف طاقت کا استعمال نہیں کرے گی۔تیل پیدا کرنے والے ممالک بھی سرشام کاروباری مراکز بند کر دیتے ہیں تو بھیک پر زندہ رہنے والوں کو بھی پیروی کرنے چائیے۔کانفرنس کے فیصلوں سے اگر کوئی بجلی بچی بھی تو صنعتوں کو نہیں ملے گی بلکہ بجلی چوروں کی آمدنی میں اضافہ کا سبب بنے گی۔کانفرنس کا واحد مقصد عوام اور کاروباری برادری کو چکمہ دے کر انکا لانگ مارچ روکنا تھا۔ کانفرنس میںمعیشت کو رواں رکھنے کے لئے بجلی پیدا کرنے کے بجائے بچانے پر غور کیا گیا ۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ کانفرنس میں کالا باغ ڈیم کے لئے قراردار پیش نہ کرنے سے پتہ چلتا ہے کہ مرکزی حکومت کوئی مشکل فیصلہ نہیں کرنا چاہتی جبکہ صوبائی حکومت کو بھی پنجاب کے مسائل سے دلچسپی نہیں اوردونوں بھارتی لابی کے زیر اثر ہیں۔اگرکرپشن اور مصلحتوں کا شکار حکومت کو عوام کے مسائل میں زرہ برابر بھی دلچسپی ہوتی تو رینٹل پاور کے نام پر اربوں کمانے کے بجائے چار سال قبل اس طرف توجہ دیتے۔اس کانفرنس میں عوام سے قربانی مانگی گئی جبکہ حکمران اور اشرافیہ کوئی قربانی نہیں دینگے جو اسکی ناکامی کا اہم سبب ہو گا۔جہاں حکومت سسٹم میں 3400میگاواٹ شامل کرنے اور وزیر خرانہ قرضوں کا حجم کم ہونے کا بے بنیاد دعویٰ کرتے ہوں جو مرکزی بینک، انکی اپنی وزارت، ورلڈ بینک، اے ڈی بی اورآئی ایم ایف سمیت متعدد اداروں کے اعداد و شمار کی نفی کرتے ہوںوہاں عوام اندھیروں اور محرومیوں کی مساوی تقسیم میں کیاتعاون کرے گی۔ڈاکٹر مغل نے کہا کہ پاکستان دنیا کا واحد ملک ہے جہاںحکومت کے دعووں اور بجلی و گیس کی لوڈ شیڈنگ کے ساتھ ہی انکی قیمتیں بھی بڑھتی جا رہی ہیں۔اگر تمام فیصلوں پر مکمل عمل درامد ہو بھی جائے تو طلب میں صرف سات فیصد کمی آئے گی جس سے پتہ چلتا ہے کہ بچت اچھی چیز ہے مگر مسئلے کا حل نہیں خصوصاً جب طلب میں سالانہ دس فیصد اضافہ ہو رہا ہو۔ملک میں توانائی کا کوئی بحران نہیں بلکہ توانائی کے مناسب انتظام کا بحران ہے۔
