Govt policies against the interests of workers
The Pakistan Economy Watch (PEW) on Friday said economic development cannot be ensured unless quality and affordable education is available to everyone in the country.
Apart from economic revival, peace in the society can also be attained by focusing development of the declining education sector, it said.
Mismanagement, inefficiency, energy crisis and corruption is frequently blamed for all the ills by all segments of the society including opposition but no one is pointing figure towards deteriorating state of education in the country, said Dr. Murtaza Mughal, President PEW.
Every year two million people are joining the job market with half illiterates while majority of the remaining half has sub-standard education which is of little use, he said.
Dr. Murtaza Mughal said that government is not focusing on education; rather it is spending billions on Benazir Income Support Programme (BISP) and Benazir Bhutto Shaheed Youth Development Programme (BSYDP), Pakistan Bait ul Mal.
Provincial governments are also spending billions on laptops and construction of schools which serve the purpose of local elite only, he added.
He said that such projects have nothing to do with development of country or containing unemployment; these are tools to bribe nobility and get cheap popularity.
Dr. Murtaza Mughal said that semi-educated and uneducated labour face worst kind of exploitation without any social protection or minimum wages.
The institutions supposed to safeguard the interest of workforce seem more interested in personal welfare leaving majority of employees on the mercy of employers, he observed.
Dr. Murtaza Mughal said that government needs to focus on providing cheap and quality education to all by introducing reforms and forcing private schools to keep their fees in reasonable limits.
Otherwise, he warned, the private educational institutions will continue to deprive poor and middle-class of quality education which will bar us from becoming a developed nation.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ معیار تعلیم بہتر بنائے بغیر اقتصاری ترقی اورقیام امن ناممکن ہیں۔پاکستان کی معیشت زوال پزیر ہے جس کے لئے کرپشن، بدانتظامی اورتوانائی کے بحران کو مورد الزام ٹہرایا جا رہا ہے مگر ملک میںمعیاری تعلیم کی کمی کو حکومت،اپوزیشن، کاروباری برادری اور عوام نظر انداز کر رہے ہیں۔غیر ملکی ماہرین بھی اس سمت میں سوچنے کی زحمت گوارا نہیں کرتے۔ہر سال بے روزگار افراد کی تعداد میں بیس لاکھ افراد کا اضافہ ہو رہا ہے جن میں سے بھاری اکثریت معیاری تعلیم سے محروم ہوتی ہے۔ غریبوں کے لئے معیاری درسگاہیں تعمیر کرنے کے بجائے اربوں روپے بینظیر انکم سپورٹ پروگرام اوربینظیر شہیدیوتھ ڈویلپمنٹ پروگرام پر اڈائے جا رہے ہیں جس سے سستی شہرت حاصل کی جا رہی ہے جبکہ ساری قوم بھکاری بن رہی ہے۔ صوبے بھی کسی سے پیچھے نہیں جہاں زر کثیر لیپ ٹاپوںاور ان سکولوں کی تعمیر پر لٹایا جا رہا ہے جہاں طلباء کے بجائے سیاستدانوں کے ڈیرے ہوتے ہیں۔ان منصوبوں سے نہ تو ملک کی ترقی ممکن ہے اور نہ ہی بے روزگاری ختم کرنے میں کوئی مدد ملے گی۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت کی پالیسیاں عوام کے مفادات کے برعکس ہیں ، مناسب حالات کاراور سماجی تحفظ پاکستان کے عوام کے لئے خواب بن گیا ہے جس کی اکثریت کو کم از کم اجرت سے بھی کم دیا جا رہا ہے جبکہ نگرانی کرنے والے ادارے اپنے مفادات کی آبیاری میں مصروف ہیں۔ملازمت کرنے والوں میں سے نصف کو ماہانہ چار ہزار سے کم تنخواہ ملتی ہے اور ان میں سے آدھے نا خواندہ ہیں جو سب سے بڑا مسئلہ ہے۔ ملک اس وقت تک ترقی نہیں کر سکتا جب تک تعلیم کو معیاری اور سستا نہ کیا جائے اور اس شعبہ سے کالی بھیڑوں کی تطہیر کا عمل شروع نہ کیا جائے کیونکہ نجی شعبہ کے لاپچ نے تعلیم کو غریب عوام کی پہنچ سے باہر پہنچا دیا ہے۔
