Legality of Ogra CNG decisions questioned
SC asked to foil conspiracies against masses
The Pakistan Economy Watch (PEW) Wednesday said that country is being deliberately pushed towards an energy crisis.
Top officials of the Oil and Gas Regulatory Authority (Ogra) have been acting as guardians of the interests of powerful oil lobby who are bent upon destroying Compressed Natural Gas (CNG) sector.
Decisions of the Ogra regarding CNG sector taken during last few calendar weeks are legally debatable, said Dr. Murtaza Mughal, President PEW.
He said that at least three people on the Orga board must agree to give legal cover to a decision but currently all the decisions are being taken by Chairman Ogra and Member Oil, who has also served as DG Oil in the petroleum ministry.
Dr. Murtaza Mughal said that appointment of the incumbent Chairman has been challenged in the Supreme Court citing lack of experience. Member Gas has been barred from working by the Cabinet Divisions while Member Finance has fled the country due to some serious charges.
The posts of Senior Executive Director (SED) Finance and SED Gas are also lying vacant in Orga since long; he said adding that SED Finance Jawad Naseem has left the job while the later Sarfaraz Sheikh has been retired.
Absence of important officials has left the regulator impotent since two years multiplying problems of masses for which authorities are directly responsible, said Dr. Murtaza Mughal.
He said that those conspiring to deprive masses of economical fuel and force them to use costly imported products are aware that 3.7 million vehicles are using CNG, around one million people are directly or indirectly employed in this sector, public has invested billions in it while tens of millions get economical transportation facility on daily basis.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ آئل اینڈ گیس ریگولیٹری اتھارٹی (اوگرا) کے ارباب اختیار ملک کو توانائی،بے روزگاری اور مہنگائی کے بدترین بحران کی طرف دھکیل رہے ہیں۔سی این جی کے شعبہ کے بارے میں کئے جانے والے تمام فیصلے غیر قانونی اور آئل مافیا کے مفادات کو پروان چڑھانے کے لئے کئے جا رہے ہیں۔اوگرا کے کسی بھی فیصلے کو قانونی حیثیت دینے کے لئے چئیرمین، ممبر گیس، ممبر فنانس اور ممبر آئل میں سے تین بورڈ ممبران کا متفق ہونا ضروری ہے جبکہ گزشتہ چند ہفتوں سے تمام فیصلے چئیرمین اور ممبر آئل کر رہے ہیںجو سی این جی کی صنعت کوکسی پٹرول پمپ کی طرح چلانے کی کوشش کر رہے ہیں۔ڈاکٹر مرتضیٰ مغل نے کہا کہ اوگرا کے چئیرمین کی تقرری انکی نا تجربہ کاری کے سبب سپریم کورٹ میں چیلنج ہو گئی ہے، ممبر گیس کے اختیارات کیبنٹ ڈویژن سے سلب کئے ہوئے ہیںجبکہ ممبر فنانس ملک سے فرار ہیں۔ اوگرا زرائع کے مطابق سینئر ایگزیکٹو ڈائریکٹر فنانس اور سینئر ایگزیکٹو ڈائریکٹر گیس کی آسامیاں بھی خالی پڑی ہیں۔اول الزکر جواد نسیم نوکری چھوڑ گئے ہیں جبکہ ایس ای ڈی گیس سرفراز شیخ ریٹائر ہو گئے ہیں۔ ممبران اور اعلیٰ افسران کی غیر موجودگی میں دو سال سے سارا کام ٹھپ پڑا ہے۔ڈاکٹر مغل نے کہا کہ اس وقت سینتیس لاکھ گاڑیاں سی این جی پر چل رہی ہیں، دس لاکھ لوگ اس صنعت سے بل واسطہ اور بلاواسطہ وابستہ ہیں، اربوں کی سرمایہ کاری کی جا چکی ہے جبکہ دس کروڑ افراد کو روزانہ سستے سفر کی سہولت ملتی ہے۔سپریم کورٹ اس سیکٹرکو تباہ کرنے کی سازش کرنے والی آئل مافیا اور سرکاری دفاتر میں موجود عوام دشمن عناصرکے اختیارات سے تجاوزکر کے عوام کو سستے ایندھن سے محروم کرنے کی سازشوںکو ناکام بنائے۔
