Power sector revival linked to reforms, increased tax collection
The Pakistan Economy Watch (PEW) on Monday attributed continued worst loadshedding across the country to the differences among caretaker federal ministers.
The ministry of water and power wants Rs 22 billion to reduce crisis while the finance ministry, despite directives of the PM, is not ready to pay the money to annoy IMF by increasing deficit, it said.
The loadshedding has not only compromised growth but added to frustration of masses to an extent that many gave started taking against the country, said Dr Murtaza Mughal, President of the PEW.
He said that Rs 180 billion was allocated as power sector subsidy in the last budget which was revised to Rs 291 billion and now it has crossed Rs 315 billion only to make situation worst.
Pakistan’s power sector cannot become functional unless tax-to-GDP ratio is improved which is falling by almost one per cent since a decade, he said.
Dr Murtaza Mughal said that reforming tax system will provide funds to revive power sector without dictation otherwise it will continue to compromise economy.
Currently the tax administration of the central and provincial government is working at around 20 per cent efficiency which forces policymakers to revise tax collection targets every few months.
Three million shopkeepers are contributing 1.5 per cent in form of sales and income tax while the contribution of agriculture, 22 per cent of the GDP, has been contributing less than one per cent.
Dr Murtaza Mughal said that if new government initiate reforms and reduce gas between income and expenditure which is currently at Rs 800 billion, it will gain confidence of investors as well as lenders. Otherwise, he warned, the domestic debt will cross mark of Rs 10 trillion by the next fiscal.
Government should also initiate massive investments plan in power sector and infrastructure improvement to revive economy and create jobs as private sector is not taking any interest in investment since years.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ ملک میں بدترین اور مسلسل لوڈ شیڈنگ کی بڑی وجہ نگران وفاقی وزیروں کے مابین اختلافات ہیں۔وزارت پانی و بجلی ساڑھے بائیس ارب روپے استعمال کر کے بحران میں کمی کرنا چاہتی ہے جبکہ وزارت خرانہ وزیر اعظم کی ہدایات کے باوجود ادائیگی سے خسارے میں اضافہ کر کے آئی ایم ایف کو ناراض نہیں کرنا چاہتی ۔اس صورتحال میں ملکی پیداوار پر منفی اثرات مرتب ہونے کے علاوہ عوام میں اشتعال بڑھ رہا ہے اور کئی حکومت کے بعد ملک بنانے اور اسکے مستقبل کے متعلق سوالات کر رہے ہیں۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ گزشتہ بجٹ میں پاور سیکٹر کے لئے 180ارب روپے سبسڈی رکھی گئی جسے بعد میں بڑھا کر 291ارب کر دیا گیا مگر کرپشن کے سبب یہ شعبہ 315ارب روپے ہضم کر کے بھی سنبھل نہیں پایا ۔جب تک پاکستان میں ٹیکس کے نظام کی اصلاح نہیں کی جاتی اس وقت تک پاور سیکٹر کی سمت درست ہونے کا کوئی امکان نہیں۔ٹیکس سسٹم بہتر ہونے سے حکومت کی آمدنی میں اضافہ ہو گا اور بیرونی ڈکٹیشن کے بغیر پاور سیکٹر میں بھاری سرمایہ کاری کی جا سکے گا۔اس وقت مرکز اور صوبے ٹیکس وصول کرنے کی ستعداد سے اسی فیصد کم پر کام کر رہے ہیںجس وجہ سے ہر سال محاصل جمع کرنے کے ٹارگٹ پر کئی بار نظر الثانی کرنی پڑتی ہے۔تیس لاکھ دکاندار ایف بی آر سے ملکی بھگت کر کے سیلز ٹیکس اور انکم ٹیکس کی مد میں ڈیڑہ فیصد ادائیگی کرتے ہیں جبکہ زراعت کا شعبہ ایک فیصد سے بھی کم ادا کرتا ہے۔اگر نئی حکومت ٹیکس نیٹ بڑھا دے اور آمدنی و اخراجات کا فرق 800 ارب سے کم ہونے لگے تو سرمایہ کاروں اور بن الاقوامی قرض دھندگان کے اعتماد میں اضافہ ہو گا ورنہ نئے مالی سال میں مقامی قرضے دس کھرب ہو جائیں گے۔ڈاکٹر مغل کے مطابق موجودہ حالات میںجب نجی شعبہ سرمایہ کاری نہیں کر رہا تو آنے والی حکومت اگر اصلاحات کے ساتھ بجلی اور انفراسٹر میں سرمایہ لگائے تو پیداوار اور روزگار میں اضافہ ہو گا اورملک اس گرداب سے نکل جائے گا۔
