Banking sector need sweeping reforms: Prof Khurshid

Senator Professor Khurshid Ahmed on Friday said whole banking structure of country need reforms irrespective of any distinctions as current state of affairs is not supporting fragile economy.

He said that performance of State Bank of Pakistan is unsatisfactory and we have reservations over some of its decisions.

Governor State Bank of Pakistan has been asked to appear before the Senate Standing Committee so that he can clarify position, the professor said while talking to Dr. Murtaza Mughal, President Pakistan Economy Watch.

Renowned research scholar, educationist and economist Prof. Khurshid Ahmed said it is unfortunate that Governor SBP is involved in a high-profile money laundering case as mentioned in many documents including the US Congressional Report.

“It is astonishing that he is still playing one of the most important roles in the affairs of Pakistan,” he added.

He said that economy has lost balance and internal debt has crossed Rs 5 trillion marks. “Internal loans stood at 3.1 trillion when the incumbent government came to power,” said Khurshid.

He stressed proper appreciation and execution of plans to face burgeoning Rs 700 billion budget deficit which is rocketing due to unnecessary expanses.

This size of the government is flourishing while man on the street is trying it difficult to arrange for meals.

The current energy crisis is manifestation of lack of vision on the part of present and past regimes, he said adding that independent power projects as well as rental power projects is making power costlier which is damaging all the sectors of economy. 

Hydel power projects are cheapest source of electricity that have long been ignored by policymakers personal welfare, the Senator said.

He said that one reason for receding tax-to-GDP ratio is that taxpayers don’t see their money well spent. “Why should taxpayer pay for the princely living of rulers,” he questioned.

At the occasion VP, PEW Azmatullah said that government is not concerned about plight of people who are being subjected to untold miseries.

He said that we can hardly find any former Citibank official with a clean record. The Citi gang has inflicted great losses to the economy and helped politicians hide stolen funds.

Mirza Riaz, spokesman of PEW said that a band of bankers has relieved masses of their savings and brought a bad name to Pakistan. He said that the role of former prime ministers and finance ministers in Swiss money laundering case should be probed thoroughly. Such elements should not be allowed to launder evidence.

Dr. Murtaza Mughal said that last year tax-to-GDP ratio dropped from 12 to 9 per cent and this year it will stand at 8.5 per cent despite the best efforts by FBR because authorities are ignoring some important aspects of taxation.

Economic activity can be stimulated through political stability, setting priorities straight, providing enabling environment, reforming taxes regime, reviewing duties levied on different sectors and taking unjustified exemptions back.

بینکاری کے نظام میں اصلاحات کی ضرورت ہے۔پروفیسر خورشید احمد

اسلام آباد( جنوری 30 ) سنیٹر پروفیسر خورشید احمد نے کہا ہے کہ بینکاری کے نظام میں اصلاحات کی ضرورت ہے کیونکہ موجودہ صورتحال میں اس کا معیشت پر منفی اثر پڑ رہا ہے۔انھوں نے کہا کہ سٹیٹ بینک کی کارکردگی تسلی بخش نہیں ہے اور اس سلسلے میں انھیں کئی تحفظات ہیں۔ سٹیٹ بینک کے گورنر کو سینیٹ کی قائمہ کمیٹی میں طلب کر کے جواب طلبی کی جائے گی۔ریسرچ سکالر، ماہر تعلیم، معیشت دان پروفیسر خورشید احمدنے پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل سے بات چیت کرتے ہوئے کہا کہ یہ انتہائی دکھ کی بات ہے کہ سوئس منی لانڈرنگ کیس میں ملوث بینکار کو مرکزی بینک کا گورنر لگادیاگیا ہے۔انھوں نے کہا کہ غلط پالیسیوں کی وجہ سے معیشت توازن کھو چکی ہے، اندرونی قرضے پانچ کھرب روپے سے تجاوز کر گئے ہیں جبکہ موجودہ حکومت نے اندرونی قرضوں میں تقریبا ً دو کھرب کا اضافہ کیا ہے۔بڑھتے ہوئے غیر ضروری اخراجات کے سبب بجٹ کا خسارہ سات سو ارب تک پہنچ گیا ہے جبکہ عوام کو کھانے کے لئے روٹی تک نہیں مل رہی۔پروفیسر خورشید نے کہا کہ توانائی کا بحران حکومت کی نا اہلی اور وژن کی کمی کے سبب بڑھتا جا رہا ہے۔ پن بجلی کے منصوبے کھٹائی میں پڑے ہوئے ہیں اور مہنگی بجلی کا سبب بننے والے منصوبوں پر زور لگایا جا رہا ہے۔انھوں نے کہا کہ عوام صرف اس صورت میں ٹیکس ادا کریں گے جب انکی خون پسینے کی کمائی حکمرانوں کی عیاشیوں کی نظر نہیں ہو گی بلکہ مفاد عامہ پر خرچ ہو گی۔اس موقع پر اکانومی واچ کے نائب صدر عظمت اللہ نے کہا کہ سٹی بینک کے سابق اہلکار پاکستان کے لئے عزاب سے کم نہیں۔انھوں نے ملک و قوم کو ناقابل بیان مصائب میں مبتلا کیا اور کبھی بھی ان کے معاملات کی مناسب تحقیق نہیں کی گئی ہے۔ اکانومی واچ کے ترجمان مرزا ریاض نے کہا کہ داغ دار ماضی کے حامل بینکاروں کو اہم عہدے دینے کا رواج صرف پاکستان میں پایا جاتا ہے ۔ انھوں نے سوئس منی لانڈرنگ کیس میں ملوث افراد کو کٹھرے میں لانے کا مطالبہ کیا۔ اکانومی واچ کے صدرڈاکٹر مرتضیٰ مغل نے کہا کہ گزشتہ سال ٹیکس ٹو جی ڈی پی کا تناسب 12فیصد سے گر کے 9فیصد پر آ گیا تھا جو اس سال 8.5فیصد ہو جائے گا۔ انھوں نے کہا کہ سیاسی استحکام اور ٹیکس کے نظام میں بہتری لائے بغیر صورتحال بہتر نہیں ہو گا۔
