Human capital depleting

The Pakistan Economy Watch (PEW) on Sunday expressed deep concern over fast deterioration in the formation of human capital in the country.
Lack of awareness and interest among decision makers, inconsistent priorities, rising inflation, mismatched income and uneven resource distribution is adversely affecting human capital formation, which is a big threat for the country, it said.
Reduced investment in human capital will influence educational outcomes as association between recent cut on education and improvement in other sectors remains ambiguous, warned Dr. Murtaza Mughal, President PEW. It will not improve the society or economy, he said.
The developments will limit the ability of nation and bar economy from exhibiting growth which will push millions more below poverty line.
He said that investment in human capital is a precondition for development; it improve skills, transfers technology, enhances living standards, increase remittances and attracts more investment which boost general satisfaction level among masses.
Such investments enhance access to foreign exchange, trade, employment, new products, information and technology. It unleashes potential of masses in right direction paying way for a prosperous future, said Dr. Mughal.
“All we need is strong government commitment to expand formal education, vocational training and improve training opportunities for industrial workers,” he said.
Govt should pay serious attention to formation of human capital. Small and medium-size businesses should also be appraised of dangers of underinvestment in training; he said adding that we simply cannot afford to improve human assets in this era of globalisation.

اسلام آباد( ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ پاکستان میں انسانی سرمائے کا زیاںتیزی سے جاری ہے جو ملک و قوم کے مستقبل کے لئے انتہائی خطرناک ہے۔ پالیسی سازوں کی عدم دلچسپی، غلط ترجیہات، بڑھتی ہوئی مہنگائی اوروسائل و آمدنی کی غیر منصفانہ تقسیم نے انسانی وسائل کی ترقی کے عمل کو روک دیا ہے اور اگر فوری اقدامات نہ کئے گئے تو ملک پتھر کے دور میں چلا جائے گا۔ڈاکٹر مرتضیٰ مغل نے کہا کہ سرمایہ کاری میں کمی سے تعلیمی نتائج پر منفی اثرات پڑیں گے۔اس سے دیگر شعبوں کو کوئی فائدہ نہیں پہنچے گانہ ہی معاشرے یا معیشت کی ترقی ہوگی۔انھوں نے کہا کہ ایسے اقدامات سے قوم کی صلاحیت میں کمی آئے گی اور معاشی نمو ناممکن ہو جائے گی۔ پاکستان میں تعلیم و تربیت میں سرمایہ کاری کی کمی کے خوفناک نتائج کے بارے میں آگہی کی کمی ہے جسے دور کرنے کی فوری ضرورت ہے۔ڈاکٹر مغل نے کہا کہ انسانی وسائل میں سرمایہ کاری اور ملکی ترقی لازم و ملزوم ہیں جس سےملکی و غیر ملکی سرمایہ کاری، زرمبادلہ، تجارت، روزگاراورٹیکنالوجی سمیت تمام شعبوں میں ترقی ہوتی ہے اور عوام مطمئن رہتی ہے۔انھوں نے کہا کہ حکومت کواس سلسلے میںپرعزم ہونے کی ضرورت ہے کیونکہ گلوبلائیزیشن کے اس دور میں انسانی اثاثوں کا نقصان برداشت نہیں کیا جا سکتا۔
