Masses Paying Heavy Price For Second-Rate Food

The Pakistan Economy Watch (PEW) on Sunday said that masses are not getting quality food despite paying exorbitant prices at canteens and tuck shops in the public hospitals.
A PEW survey found that the administration of Pakistan Institute of Medical Sciences (PIMS) has not revised rates of food items since 2003 leaving canteen contractors to seek adjustments in the quality.
The survey found discrepancies in awarding contracts. Rent of a coffee shop that was Rs 300 per month a decade back has now swelled to Rs 2, 27,000 per month. Another such shop given to an official of the concerned ministry is now paying Rs 2000 per month after paying Rs 500 as rent for a decade.
Increased rents leave little room for the authorities to justify that these outlets are part of any mass welfare plan, said Dr. Murtaza Mughal, President PEW.
A group of defaulters and blacklisted contractors is behind hiking rents to discourage competition. They adjust rents by compromising quality, quantity, rates and defaults.
Rent has been reduced for some contractors but prices have not. Some are made to pay utility bills while others get it free of any cost.
The matters needing urgent attention include absence of displayed rate lists, nameplates, uniforms, aprons, gloves, pleasing appearance, cleanliness, cordial behaviour, practice of labour laws, monitoring, penalties, change in menu, procurement from genuine suppliers and stress on reputed brands.
Similarly, hygiene, covering to avoid dust, flies, removal of cobwebs, appropriate storage, proper disposal of kitchen waste, unused and rotten food, paper cups and disposable bottles, safe custody and maintenance of furniture, kitchen equipment, cutlery items, refrigerators etc provided by the institute should be satisfactory.
Rotten smell and unpleasant odour was noticed at many dining tables, washbasins, kitchens, washing areas and serving counters, said Dr. Murtaza Mughal.
PIMS administration should stick to allotment agreements, take action against violations, bar subletting, impede encroachments, stop staff from indulging in business and halt defaults. Those who fail to meet financial obligations shouldn’t get their security deposits back.
PEW called for a proper canteen policy covering ingredient prices, labour charges, administrative charges, profit margins and price fluctuations. It should be aimed at well-being of the masses ensuring provision of good services and nutrition at reasonable prices. All contractors should post the weekly menu card in the notice board and maintain a suggestion-cum-complaint book.

اسلام آباد( جولائی 25 ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے پمز انتظامیہ کی نااہلی اور اقرباءپروری کے سبب ٹھیکیداروں نے بیماریوں اور مصائب کے ستائے ہوے عوام کو دونوں ہاتھوں سے لوٹنا شروع کر دیا ہے۔عوام دو سے تین گنا قیمت ادا کر کے بھی مضر صحت اشیاءکھانے پینے پر مجبورہیں اور انکی فریاد سننے والا کوئی نہیں ہے۔انتظامیہ نے گزشتہ سات سال سے کھانے پینے کی اشیاءکی قیمتوںمیں کوئی تبدیلی نہیں کی جس کے سبب ٹھیکیداروں کو کھلی چھٹی ملی ہوئی ہے، گھپلے کئے جا رہے ہیںاور کافی شاپ کا کرایہ300 روپے سے بڑھا کر سوا دو لاکھ کر دیا گیا ہے جبکہ متعلقہ وزارت کے ایک افسر کی دکان کا کرایہ دس سال تک پانچ سو روپے ماہانہ رکھا گیا ۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ عوام کی فلاح کے دعوے کئے جا رہے ہیں مگر درپردہ انھیں لوٹنے کا دھندہ بلا روک ٹوک جاری ہے۔سروے کے دوران انکشاف ہوا کہ ہسپتال کے بعض اہلکاروں نے بلیک لسٹ اور ڈیفالٹرٹھیکےداروںسے ساز باز کر رکھی ہے اور کرایہ مسابقت کو ختم کرنے کے لئے بڑھایا جاتا ہے جواکثر ادا نہیں کیا جاتا۔بعض ٹھیکیداروں کو پانی، بجلی اور گیس مفت ملتی ہے جبکہ چند کو بل ادا کرنے ہوتے ہیں۔سروے کے دوران ہسپتال میںانسپیکشن، صفائی،خوش اخلاقی، مریضوں اور لواحقین کے مفادات کے تحفظ، لیبر قوانین کی پاسداری، سڑے ہوئے کھانے کو ٹھکانے لگانے سمیت متعددمعاملات غیر تسلی بخش پائے گئے۔ ڈاکٹر مغل نے کہا کہ پمز انتطامیہ معاہدوں کی پاسداری اور گڑ بڑ کرنے والوں کے خلاف کاروائی کرے، سرکاری ملازمین اور ڈیفالٹرزکو ٹھیکے نہ دے اور نہ ہی خاموشی سے سیکورٹی ڈیپازٹ واپس کرے۔ایک مناسب کینٹین پالیسی بنائی جائے، معیار، مقدار اور صفائی کا خیال رکھا جائے، قیمتوں کی فہرست ہر دکان کے باہر آویزاں کی جائے اور شکایات کا رجسٹر بھی رکھا جائے۔
