RGST unjustified prior to levy of agri tax
SBP yet to realise economy cannot swing against tide
The Pakistan Economy Watch (PEW) on Friday welcomed MQM’s stance to oppose proposed Reformed GST, flood tax or any other tax.
It said that other political parties and civil society should also resist decision to impose new taxes and it is not suitable in the prevailing economic scenario.
Reformed GST will not substantially add to government kitty; it will only hike inflation which is fastest in the continent, and illicit income of tax collecting officials, said Dr. Murtaza Mughal, President PEW.
“New taxes aren’t acceptable before imposition of agricultural income tax which the lawmakers are avoiding since decades,” he said.
Masses cannot trust billionaire politicians who evade taxes while asking others to pay for revenue enhancement. Our leaders have been failing to walk their talk despite growing annoyance at home and among international donors, he added.
Dr. Murtaza Mughal said that the officials who have helped politicians and other wealthy to hide their money are equally responsible but no one is pointing figure towards them.
He said that a former finance minister had identified FBR as the most corrupt institution in the country. Therefore, masses are not ready to trust it in any way. The entire tax machinery seems to be beyond repair.
Talking to a group of developers including Khalid Mughal and Azam Mairaj, he said that the recent policy rate hike is unfortunate; it suggests that the central bank is not ready to believe government’s ability to support fiscal needs from revenue.
Rate hike proves that there is no change in mindset of the central bank officials despite a change at the top. They are yet to realise that economy is unable to swing against this tide. SBP will continue to hike interest rates in future, he said.
He said that new valuation table for urban property introduced by government of Sindh indicates the confusion among the provincial tax officials.

اسلام آباد( اکتوبر ۱ ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے ایم کیو ایم نے نئے ٹیکسوں کی مخالفت کر کے اچھی مثال قائم کی ہے۔ دیگر جماعتوں اور سول سوسائٹی کو بھی ملک کے مفاد میںنئے جنرل سیلز ٹیکس اور فلڈ ٹیکس سمیت تمام نئے ٹیکسوں کی مخالفت کرنی چائیے کیونکہ موجودہ حالات اسکی اجازت نہیں دیتے۔ نئے ٹیکسوں سے صرف مہنگائی اور ایف بی آر کے افسران کی اوپر کی آمدنی میں اضافہ ہو گا جبکہ سرکاری خزانے کو بہت کم حصہ ملے گا۔برسوں سے التوا کے شکارزرعی ٹیکس کے نفاز سے قبل عوام پر نئے ٹیکس لگانے کا کوئی جواز نہیں ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ عوام ان ارب پتی سیاستدانوں پر کیسے اعتبار کریں کو خود ٹیکس چراتے ہیں اور اپنی شاہانہ زندگی کے لئے عوام کو مزید نچوڑنا چاہتے ہیں۔انھوں نے کہ سابقہ وزیر خزانہ ایف بی آر کو ملک کا کرپٹ ترین محکمہ قرار دے چکے ہیں لہٰذا اس پر اعتبار ممکن نہیں۔ملک کی تمام ٹیکس مشینری ناقابلِ اصلاح ہوچکی ہے۔پراپرٹی ڈوپلپرز بشمول خالد مغل اور اعظم معراج سے بات چیت کرتے ہوئے انھوں نے کہا کہ ٹیکس چور سیاستدانوں پر تنقید کی جا رہی ہے مگر ان کے مددگار حکام پر کوئی بھی انگلی نہیں اٹھا رہا ہے۔ان ٹیکس کے نظام پر غیر ملکی اداروں اور حکومتوں نے بھی کھلی تنقید شروع کر دی ہے مگر ہمارے حکمرانوں کے کان پر جوں تک نہیں رینگتی۔ڈاکٹر مغل نے کہا کہ پالیسی ریٹ میں حالیہ اضافہ سے پتہ چلتا ہے کہ مرکزی بینک کا گورنر تبدیل ہو گیا ہے مگر زہنیت وہی ہے۔انھوں نے کہا کہ صوبہ سندھ کی حکومت کی جانب سے شہری جائیداد کی تشخیص کے نئے نظام سے ٹیکس افسران کے زہنی الجھاﺅ کا پتہ چلتا ہے
