PEW dismayed over slow pace of progress on coal project
Ignoring vital source of energy not an option, it’s a matter of survival

The Pakistan Economy Watch (PEW) on Sunday said pace of development in Thar Desert is discouraging which amounts to depriving masses of a secure future.
Thar coal is the key to energy security and economic self-sufficiency of Pakistan but federal and provincial governments are yet to assign highest priority to it.
Ignoring this vital source of energy not an option; it is a matter of survival, said Dr. Murtaza Mughal, President, PEW.
Paucity of funds, sloppy attitude of the officials, kleptocratic delays and the poor funding by the international agencies and donors are the issued that must be tackled immediately, he said.
Reports of not including the Thar coal as its future source of energy in the government’s annual report to be submitted to the World Bank are disturbing, he added.
He said that neighbouring countries should also take it as an opportunity. They must pool resources to launch a mega industry aimed at fulfilling their future energy needs.
Dr. Murtaza Mughal said that coal reserves of Pakistan are equivalent to 618 billion barrels of crude oil while at present the Saudi crude oil reserves are equal to almost 260 billion barrels.
If 544 million tones of coal are mined, it will lead to the production of 101,800 MW of electricity a day. It can produce 50,000 MW of electricity for 800 years.
As gas fields in Pakistan are rapidly depleting so the effective use of the available coal will help us reduce dependence on imported oil.
Dr. Mughal said that these deposits are also found across the border and India is mining it in Rajasthan.
Government must complete necessary institutional and regulatory framework, compile geographic information of whole area, finalise coal pricing mechanism and ensure provision of water for power plants, effluent disposal facility, transmission lines, roads, railway line, airport and security arrangements, he said.

( اکتوبر 24 ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے پاکستان کی توانائی کی ضروریات اور خود انحصاری کی کنجی تھر کے صحرا میں مدفون ہے جسے مرکزی اور صوبائی حکومتیں نظر انداز کر رہی ہیںجو عوام کو بہتر مستقبل سے محروم کرنے کے مترادف ہے۔بھارت نے راجھستان سے کوئلہ نکالنا شروع کر دیا ہے مگر پاکستان میں صرف کاغذی کاروائی کی جا رہی ہے۔انھوں نے کہا کہ تھر کے کوئلے کے زخائر قوم کے لئے زندگی اور موت کا مسئلہ ہے جسے نظر انداز کرنے کا آپشن ہے ہی نہیں۔فنڈز کی کمی، افسر شاہی کی سازشوں، بین الاقوامی اداروں کی عدم دلچسپی سیمت تمام معاملات فوری طور پر حل کرنا ہونگے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ بیوروکریسی نے ورلڈ بینک کے لئے بنائی گئی توانائی کے زرائع کی رپورٹ میںتھر کا زکر نہ کر کے قومی جرم کیا ہے۔انھوں نے کہا کہ پاکستان کے پڑوسی ممالک بھی ان زخائر کو اپنی ضروریات پوری کرنے کے لئے استعمال کر سکتے ہیں جس کے لئے انھیں سرمایہ کاری کرنا ہوگی۔انھوں نے کہا کہ ہمارے پاس سعودی عرب کے تیل کے زخائر سے تقریباً تین گنا زیادہ توانائی موجود ہے جسے استعمال کرنا وقت کا تقاضہ ہے جو پاکستان کو آٹھ سو سال تک پچاس ہزار میگا واٹ بجلی فراہم کر سکتا ہے۔ڈاکٹر مغل نے کہا کہ حکومت وقت ضائع کئے بغیر تمام کاغذی کاروائی مکمل کرے، سارے علاقہ کا سروے کیا جائے، کوئلہ کی قیمت کا تعین کرے، پانی، بجلی، سڑک، ریلوے، ائرپورٹ، فضلہ کو ٹھکانے لگانے اور مناسب سیکورٹی کا انتظام کرے۔
