Weak civil service reason behind sluggish social, economic growth
CSB to take decision of promoting officers today
The Pakistan Economy Watch (PEW) on Wednesday said weakness of the civil service is one of the factors constraining Pakistan’s social and economic development.
A non-political, modern, effective, responsive, capable and motivated public service based on an institutionalized merit system is needed for progress, it said.
Civil servants should be provided equal opportunity and transparency should be ensured in appointments, postings and promotions, said Dr. Murtaza Mughal, President PEW.
He said that the Central Selection Board (CSB) will take decision about promotion of many officers tomorrow (Dec 31st). Thirteen police officers will also be promoted to Grade 20.
Dr. Murtaza Mughal said that the decision to promote officers would be taken on the basis of their Annual Confidential Reports (ACRs) and Senior Management Course (SMC) at National School of Public Policy.
However, he said, the procedure need alteration as supervisory officers would rarely write adverse remarks in ACRs to avoid hard feelings. Therefore, the criteria of promotion must be modified and general reputation should also be considered. Reports of different anti-corruption agencies can also be looked at.
He said that majority of the officers involved in Khyber Pakhtoonkhwa (KP) FC recruitment scam, Hazara timer fiddle, arms purchase swindle, cardamom scandal, and those accused of stopping inquiries in mega scams in Nowshera, also have positive remarks on their ACRs.
Bulk of the NRO beneficiaries serving in many departments including 17 in the FBR has also good ACRs. Amazingly three DIGs in KP were promoted from BPS 19 to 20 despite being under suspension and under inquiries, he said.
He said that NAB, FIA, Anti Corruption Establishments and departmental inquiry committees have proved charges of corruption against hundreds of officers in almost every department but it seldom reflects promotions process which is unfortunate.
The inquiries conducted against federal officers when they served in provinces and attach departments should also presented in the CSB meeting.
Now we will see that the officers of questionable repute sail swiftly through the process of promotion or they are asked about their conduct, said Dr. Mughal.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے سول سروس کی کمزوری کی وجہ سے پاکستان کی سماجی اور معاشی ترقی رکی ہوئی ہے۔غیر سیاسی، ماڈرن، زمہ دار، قابل اور بے خوف سول سروس ہی عوام کو مصائب سے چھٹکارا دلاسکتی ہے۔سول سرونٹس کی بھرتی، تعینائی اور تبادلوں میں شفافیت کی ضرورت ہے۔کل(31دسمبرکو) کو سینٹرل سلیکشن بورڈ کی میٹنگ میںگریڈ 19اور20کے متعدد افسران کو ترقی دینے کا فیصلہ ہو گاجس میں گریڈ 20پر ترقی پانے والے تیرہ پولیس افسران شامل ہونگے۔ یہ فیصلہ انکی سالانہ خفیہ رپورٹ (اے سی آر) اورسینئر منیجمنٹ کورس کی بنیاد پر ہوگامگر یہ بھی ایک حقیقت ہے کہ اعلیٰ حکام ذاتی دشمنی کے ڈر سے کسی افسر کی اے سی آر میں حقائق کے بجائے تعریف ہی لکھتے ہیں۔اسلئے چناﺅ کے وقت بورڈ کو افسران کی عام شہرت، انکے خلاف محکمانہ تحقیقات اور نیب ایف آئی اے و اینٹی کرپشن کے مقدمات و انکوائریوںکو بھی مد نظر رکھنا چائیے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ سینکڑوں افسران اربوں کے گھپلوں میں ملوث ہیں مگر انکی اے سی آر صاف ہے جو انصاف کے اصولوں کی خلاف ورزی ہے۔ایف بی آر میں سترہ این آر او زدہ افسران سمیت ایف سی بھرتی،ہزارہ ٹمبر سکینڈل، اسلحہ خریداری سکینڈل، پشاورالائچی سکینڈل اور آدمجی پیپر ملز و واپڈا کنسٹرکشن میں گھپلوں کی انکوائریاں رکوانے والوں کی اے سی آرز بھی تعریفوں سے بھری پڑی ہیںجبکہ پولیس کی تین ڈی آئی جی انکوائریوں اور معطلی کے باوجود ترقی پا چکے ہیں جو لمحہ فکریہ ہے۔صوبوں اور منسلک محکموں میں خدمات سرانجام دینے والے افسران کے کارنامے بھی سلیکشن بورڈ میں پیش کرنے کی ضرورت ہے۔ڈاکٹر مغل نے کہا کہ دیکھنا یہ ہے کہ کرپشن کے مقدمات میں ملوث افسران ترقی پاتے ہیں یا انکے خلاف کوئی کاروائی کی جاتی ہے۔
