SC asked to probe petro shortages

The Pakistan Economy Watch (PEW) on Sunday asked to Supreme Court to intervene in the issue of petroleum shortages across the country and bring culprits to justice.
It also sought the resignation of Minister for Petroleum Dr. Asim Hussain whose ‘revolutionary measures’ have backfired at a time he was abroad.
Oil and Gas Regulatory Authority should also share blame for its incompetence which has allowed oil mafia to play mayhem with the masses, said Dr. Murtaza Mughal, President PEW.Over a month has passed since the crisis began but the government is still helpless; all it can do is to call meetings which justify the intervention of the higher judiciary in the matter, he said.
Orders to close CNG stations for two days should be withdrawn and this cheap fuel should be made available seven days a week so that a part of harassed motorists can take a sigh of relief.
Dr. Murtaza Mughal said that major players in the oil chain including refiners and marketing companies have apparently ganged up to increase their windfall while ministries and the regulator are acting in collusion.
Issues like poor financial health of oil companies, Rs 421 billion petroleum sector’s circular debt, and cut of around three billion on subsidy for refineries in the recent budget which has annoyed many should be tackled on war footings, he demanded.
The Supreme Court should probe that why the companies failed to keep stocks of 20 days which is mandatory and that the shortage was deliberate or natural, he demanded.
Additionally it must be investigated that why plate-formers of three refineries stopped working simultaneously, why there were no alternate arrangements in place and why efforts to fill the supply gas proved counterproductive and who has allowed filling stations to fleece the people.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ سپریم کورٹ ملک میں پٹرول کی قلت کا نوٹس لے کر تحقیقات کرے اور ذمہ داروں کو قانون کے مطابق سزا دے۔وزیر پٹرولیم ڈاکٹر عاصم حسین کے انقلابی اقدامات ناکام ہو چکے ہیں۔ پورا ملک پٹرول مافیا کے رحم و کرم پر ہے جبکہ وہ ملک سے باہر ہیں۔وزیر موصوف ذمہ داری قبول کرتے ہوئے فوری مستعفی ہو جائیں۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت پٹرول کی مانگ پوری کرنے میں بری طرح ناکام ہو چکی ہے اس لئے عوام اب عدالت عظمیٰ کی طرف دیکھ رہے ہیں۔وزارت کے علاوہ اوگرا بھی صورتحال کی ذمہ دار ہے جس نے پٹرول مافیا کو عوام کی کھال اتارنے کی کھلی چھوٹ دی ہوئی ہے۔پٹرول کے بحران کو ایک ماہ گزر چکا ہے مگر حکومت نے عملی اقدامات کے بجائے میٹنگوں کا نہ ختم ہونے والا سلسلہ شروع کر رکھا ہے۔ڈاکٹر مغل نے کہا کہ سی این جی کی ہفتہ وار تعطیل ختم کی جائے تاکہ عوام کو کچھ ریلیف ملک سکے۔انھوں نے کہا کہ پٹرولیم سیکٹر کے421 ارب کے سرکلر ڈیٹ اورریفائنرز کی سبسڈی میں تین ارب کی کمی جیسے معاملات کو فوری طور پر حل کیا جائے۔ ڈاکٹر مغل نے کہا کہ سپریم کورٹ معلوم کرے کہ تیل کمپنیوں نے قانون کے مطابق بیس دن کا سٹاک کیوں نہیں رکھا اور یہ کہ موجودہ بحران خود ساختہ ہے یا مصنوعی۔ انھوں نے کہا کہ تمام ریفائنریوں میں بہ یک وقت پلیٹ فارمر کیسے خراب ہو گئے اور متبادل انتطامات کیوں نہیں تھے۔اس لوٹ مار میں نجی اداروں سے تعاون کرنے والے سرکاری حکام کو بھی بے نقاب کیا جائے۔
