Pakistan heading for failed state status
The Pakistan Economy Watch (PEW) on Thursday said impact of political struggle has become unbearable for the masses and business community.
Perpetual political struggle and friction between institutions has been dragging economy down and there is no respite in sight, it said.
The stalemate with the judiciary has hampered the government’s ability to take effective steps aimed at recovering the economy, said Dr. Murtaza Mughal, President PEW.
He said that every day Pakistan is being plunged further into a state of general insecurity; indicators are pointing to meltdown of the public institutions; sovereignty of the state is jeopardised and country is turning into a failed state.
Government which has frequently been accused of mismanagement and inefficiency has failed to address the economic challenges, augment investor confidence and attract external financial support, he added.
Dr. Murtaza Mughal said that weaknesses of the government are adding to the external vulnerabilities and debt sustainability.
Pakistan may face another downgrade if political environment worsens which many believe has become unavoidable, he warned.
He said that resumption of the held up coalition support fund will not help Pakistan in the long run in absence of focus of our leaders on the structural reforms.
However, Dr. Murtaza Mughal said, the CSF funds will help the government to reduce dependence on domestic borrowing.
Criticising the performance of FBR, he said that failure of this institution to collect funds has forced the government to borrow from banks which has left productive sectors with little options to raise funds.
Borrowing is not only stocking inflation but also forcing the central bank to keep interest rates high which is detrimental to the economy, he added.
Dr. Murtaza Mughal said that the government is yet to tackle energy shortages, reduce cost of credit, restructure public sector entities, revive investment, create jobs, increase agricultural and industrial production and do something to contain political uncertainty.
Limping economy can be recovered if those on the helm reconsider implications of their decisions.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ سیاسی عدم استحکام کے اثرات ناقابل برداشت ہو گئے ہیں۔اداروں کے ٹکرائو سے ملک کمزورجبکہ غربت بڑھتی جا رہی ہے۔عوام اورمعیشت دلدل میں دھنستے جا رہے ہیںاور اگر اب بھی ارباب اختیارنے متنازعہ فیصلوںپر نظر الثانی نہ کی تو پاکستان ایک ناکام ریاست بن جائے گا۔ملک میں عدم تحفظ بڑھ رہا ہے، ادارے تباہ جبکہ ریاست کی خود مختاری خطرے میں ہے اور جبکہ سیاستدانوں اور اداروں کو کسی کی فکر نہیں۔مسلسل حالت جنگ میں رہنے کی وجہ سے موجودہ نا اہل حکومت معیشت کی بحالی کے لئے اقدامات کرنے سے قاصر نظر آتی ہے جبکہ اقتصادی چیلنجوں، سرمایہ کاروں کے اعتماد کی بحالی سمیت کسی بھی شعبہ کو توجہ نہیں رہی جا رہی ہے۔ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت کی کمزوریوں کی وجہ سے معیشت کا حال برا ہو گیا ہے جبکہ عوام دو وقت کی روٹی کو ترس رہے ہیں۔ سیاسی ماحول بگڑنے سے حالات مزید خراب ہو جائیں گے۔انھوں نے کہا کہ ایف بی آر کی ناکامی کی وجہ سے حکومت بینکوں سے قرضے لینے پر مجبور ہے جس سے نجی شعبہ تباہ ہو رہا ہے جبکہ افراط زر نے عوام کو کہیں کا نہیں چھوڑا ہے۔ڈاکٹر مغل نے کہا کہ حکومت توانائی کی کمی سے نمٹنے،قرض کی لاگت کم کرنے، سرکاری شعبے کے اداروں کی تشکیل نو، سرمایہ کاری کو بحال کرنے، روزگار کے مواقع ، زرعی اور صنعتی پیداوار میں اضافہ اور سیاسی بے یقینی کم کرنے میں ناکام رہی ہے اور اگر صورتحال بہتر نہیں ہوتی تو ملک طفیلی یا ناکام ریاست بن جائے گا۔اگر ارباب اختیار اپنے فیصلوں کے مضمرات پر غور کرنا شروع کر دیں تو پاکستان دوبارہ ترقی کے راستے پر چل سکتا ہے۔
