Resolution of energy crisis tied to Iran gas project
The Pakistan Economy Watch (PEW) on Sunday lauded the government’s decision to run three inefficient thermal power plants on coal.
It also lauded Asian Development Bank which has agreed to finance the conversion project.
Initially, the move will not only enhance power production of Jamshoro and Guddu thermal power plants by 700 MW but also reduce production cost by Rs 7 per unit, said Dr. Murtaza Mughal, President PEW.
Government, blamed for aggravating the energy crisis, should plan to covert more power plants to coal to reduce reliance on furnace oil, reduce production cost, and shrink oil import bill, he said.
However, Dr. Murtaza Mughal said that government should try best to run the power plants on local coal to improve the energy mix of the country.
He said that energy shortages usually exceed 5,000MW which has not only made life difficult for people but also reduced GDP growth rate by 3-4 per cent.
The inefficiencies of power sector have emerged as a grave threat to the economy, he added. Energy sector is inflicting loss of over one billion rupees daily to the government while loses of private sector are more than that.
He said that converting power plants to coal can reduce the demand and supply gap to some extent but some bold steps would be needed to overcome power shortages to ensure proper growth.
Instead of relying on IPPs and RPPs etc. the authorities need to focus on completion of IP gas pipeline which is the only viable and cheapest option.
Efforts to bring gas from Central Asian states seems futile as pipelines would cross lawless Afghanistan making is highly undependable energy resource, he said.
Dr. Murtaza Mughal said that prolonged blackouts will continue to force people to stage protests and ruin public and private property unless gas from Iran is imported.
Load shedding will emerge as an important issue in the election while government will face the repercussions if it failed to contain situation, warned Dr. Mughal.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے حکومت کی جانب سے تیل پر چلنے والے تین بجلی گھروں کوئلے پر چلانے کے منصوبہ کا خیر مقدم کرتے ہوئے کہا ہے کہ یہ فیصلہ ملکی مفار کے عین مطابق ہے جس سے بجلی سستی، تیل پر انحصار کم اور قیمتی زرمبادلہ بچے گا۔ اس اقدام سے ابتدائی طور پر جامشورو اور گدو تھرمل پاور پلانٹس کی پیداوار میں سات سو میگاواٹ کا اضافہ ہو گا جبکہ فی پونٹ پیداوار میں سات روپے کمی آئے گی۔حکومت مزید بجلی گھروں کو بھی کوئلے پر چلانے کے لئے اقدامات کرے اور ان میں درامد شدہ کوئلے کے بجائے مقامی کوئلہ استعمال کرنے کی ہر ممکن کوشش کی جائے۔ڈاکٹر مرتضی مغل نے کہاکہ ملک میں توانائی کی کمی اوسطاً ہانچ ہزار میگاواٹ رہتی ہے جس نے نہ صرف عوام کی زندگی اجیرن کر دی ہے بلکہ شرح نمو کو بھی خطرناک حد تک گرا دیا ہے۔بجلی کے شعبہ کو نا اہلی ملکی معیشت کے لئے سب سے بڑا خطرہ بن چکی جس کے نقصانات ایک ارب یومیہ سے تجاوز کر چکے ہیں۔انہوں نے کہا کہ پاور پلانٹس کو کوئلے پر چلانے سے بحران میں کمی آئے گی مگر بحران کے مکمل خاتمہ کے لئے ایران سے گیس درامد کرنے جیسے جرات مندانہ اقدامات کرنا ہونگے تاکہ ترقی کو یقینی بنایا جا سکے۔آئی پی پیز اور رینٹل پاورپر انحصار کرنے کے بجائے گیس پائپ لائن جو واحد قابل عمل اور سب سے سستاراستہ ہے اختیار کرنا ہو گا۔ وسطی ایشیائی ریاستوں سے گیس کی لانے کی کوششیں افغانستان میں امن کے قیام تک بیکار ہیں۔ ایران سے گیس نہ آنے تک عوام کا احتجاج اور سرکاری و نجی املاک کونقصان پہنچانے کا سلسلہ جاری رہے گاجس کا اثر انتخابات کے نتائج پر بھی پڑے گا۔
