PEW opposes Petroleum Ministry Plan to grab Rs.38 bn from national kitty to favour fertilizer industry

ISLAMABAD: The Pakistan Economy Watch (PEW) has opposed a plan of Petroleum Minister to grab Rs.38 billion from national kitty to favour some business tycoons of fertilizer industry. In a statement issued here on Wednesday, presdent Pakistan Economy Watch Dr.Murtaza Mughal said Petroleum Ministry has sent a summary to the Economic Coordination Committee (ECC) of the cabinet for its approval to provide Rs.38 billion to fertilizer industry from revenue of the Gas Infrastructure Development Cess (GIDC) to subsidise the building and laying of gas transmission lines. He said Gas Infrastructure Development Cess levied with the objective of financing gas pipelines including Iran-Pakistan and Turkmenistan-Afghanistan-Pakistan-India projects but ministry of petroleum has planned to utilize the GIDC funds for Fertilizer industry in order to favour some business tycoons. Dr.Murtaza Mughal urged the Chairman Economic Coordination Committee of the cabinet to not approve the said summary of petroleum ministry because it will create controversy as GIDC was imposed on gas consumers to fund gas pipeline projects of national importance not for subsidizing gas transmission lines of fertilizer firms. He further said in order to generate revenue amounting to Rs 30 billion for initiating new gas import projects, the government has set Gas Infrastructure Development Cess (GIDC) rate up to Rs 300 per million British thermal unit (MMBTU) for current financial year 2012-13 lying under Region-I, comprising Khyber Pakhtunkhwa, Balochistan and Potohar (Rawalpindi, Islamabad and Gujar Khan), while Rs 200 per MMBTU has been set for Region-II Sindh and Punjab (excluding Potohar Region.
اسلام آبادپاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے وزارت پٹرولیم کی جانب سے فرٹیلائزر سیکٹر کو قومی خذانے کے ذریعے نوازانے کے منصوبے کی شدید مخالفت کردی ہے ،ان کا کہنا ہے کہ منصوبے کی منطوری سے حکومت فرٹیلائزر سیکٹر کو گیس پائپ لائن بچھانے کیلئے38ارب روپے کی سبسڈی فراہم کرئے گا۔بدھ کے روز جاری ہونے والے اپنے ایک بیان میں پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہاکہ وزارت پٹرولیم نے اقتصادی رابطہ کمیٹی کو ایک سمری ارسال کی ہے جس میں گیس انفراسٹریکچر ڈولپمنٹ سیس کی مد میں حاصل ہونے والی رقم سے فرٹیلائزر سیکٹر کو گیس پائپ لائن بچھانے کیلئے سبسڈی دینے کی منظوری مانگی گئی ہے۔انہوں نے کہا کہ گیس انفراسٹریکچر ڈولپمنٹ سیس پاکستان ،ترکمانستان ،افغانستان ،بھارت اور پاکستان ایران گیس پائپ لائن منصوبے کی مالی مدد کیلئے گیس صارفین سے حاصل کیا جاتا ہے جب کہ وزارت پٹرولیم یہ رقم فرٹیلائزر سیکٹر کو نوازنے کیلئے خرچ کرنا چاہتی ہے جو کسی بھی صورت قابل قبول نہیں ہے۔انہوں چیئرمین اقتصادی رابطہ کمیٹی سے مطالبہ کیا کہ کسی بھی صورت وزارت پٹرولیم کے مجوزہ منصوبے کی منظوری نہ دی جائے کیوں کہ اس سے ایک بہت بڑا تنازعہ کھڑا ہوسکتا ہے کیوں کہ گیس انفراسٹریکچر ڈولپمنٹ سیس کی مدمیں حاصل ہونے والی رقم سے ملکی اہمیت کے حامل گیس منصوبے کی مالی مدد کی جانی ہے نہ کہ کسی شعبے کو نوازنے کیلئے اربوں روپے سبسڈی دی دے دی جائے ۔
