Inefficient plants wasted gas worth Rs 350 billion in five years
Supreme Court should unmask elements behind damaging move
The Pakistan Economy Watch (PEW) on Friday asked the government to review policy of providing natural gas to inefficient captive power plants that have wasted gas worth Rs 350 billion in last five years.
Gas companies continue to provide fuel to the primitive plants while avoiding stress on improving the efficiency which will reduce wastage currently estimated over 70 per cent, it said.
Captive power plants are getting gas in return of political favours which is causing an yearly loss of minimum Rs 70 billion, said Dr. Murtaza Mughal, President PEW.
Those who have been using scrap plants should be taken to task while the Supreme Court should look into the details of such a policy framed to promote personal interests, he said.
He lauded the admission by Secretaries of Water and Power, Textile, and officials of Planning Commission and Minister of Finance in the Senate Standing Committee on Textiles that the decision to provide gas to inefficient captive power plants was taken on highest level.
The Planning Commission and Ministry of Water and Power have already termed captive power plants a drain national resources, he added.
Dr. Murtaza Mughal said that statements of crackdown against wasteful power plants by ministry of petroleum and heads of gas utilities have so far proved eyewash.
He said that former government pleased owners of captive power plants on the cost of domestic consumers, CNG, fertiliser and general industry.
The country would not have faced acute energy shortages if decision were taken on merit and the gas was provided to efficient power houses, he said.
The incumbent government should look into the issue and reverse the decision of the former government which was based on receiving benefits and hefty donation for the upcoming elections, Dr. Mughal demanded.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ غیر معیاری کیپٹو پاورپلانٹس گزشتہ پانچ سالہ جمہوریت میں350ارب کی گیس ضائع کر چکے ہیں اور یہ سلسلہ بدستور جاری ہے جبکہ سرکاری ادارے یہ سلسلہ روکنے کے بجائے زبانی جمع خرچ کر رہے ہیں۔ سپریم کورٹ کیپٹو پاور سکینڈل میں ملوث با اثر شخصیات کو بے نقاب کر کے کاروائی کرے ۔سابقہ حکومت نے الیکشن جیتنے کے لئے ملک و قوم کو اندھیروں میں دھکیل دیا۔سالانہ ستر ارب کی گیس کا زیاں کرنے والی پالیسی واپس لی جائے۔ اگر غلط فیصلہ نہ کیا جاتا تو ملک بھر میں لوڈ شیڈنگ کے دورانیہ میں چارگھنٹے کی کمی ہوتی اور لاکھوں کاروبار بند اور کروڑوں افراد بے روزگار نہ ہوتے۔ ڈاکٹر مرتضیٰ مغل نے یہاں جاری ہونے والے ایک بیان میں کہا ہے کہ کیپٹو پاور پلانٹس کی جدت اور استعداد کے دعوے کرنے والے عوام کی آنکھوں میں دھول جھونک رہے ہیں۔ سیینٹ کے اجلاس میں سیکرٹری واٹر اینڈ پاور، سیکرٹری ٹیکسٹائل، پلاننگ کمیشن اور وزارت خزانہ کے ذمہ دار افسران نے کیپٹو پاور سکینڈل کو بے نقاب کر کے ملک و قوم کی خدمت کی ہے ۔ انکااعتراف کہ کیپٹو پاور پلانٹس کو گیس کی فراہمی کا فیصلہ اعلیٰ سطح پر کیا گیا قابل غور ہے۔ وزارت پانی و بجلی اور پلاننگ کمپشن کئی بارستر سے اسی فیصد گیس ضائع کرنے والے کیپٹو پاور پلانٹس کو گیس کے زیاں کا بڑاسبب قرار دے چکے ہیں ۔فرٹیلائیزر ،سی این جی، سٹیل انڈسٹری، دیگر صنعتوں اور گھریلو صارفین کا استحصال کر کے مفلوج بجلی گھروںکو نوازنے کا سلسلہ روک کر آزادانہ اور جامع آڈٹ کر کے عوام کو حقائق سے آگاہ کیا جائے۔ڈاکٹر مغل کے مطابق اگر کیپٹو پاور پلانٹس کو دی جانے والی گیس سرکاری بجلی گھروں کو دی جاتی تو بحران جنم لیتا نہ حکومت کو محاصل کی مد میں بھاری نقصان اٹھانا پڑتا۔ ذاتی و سیاسی مفادات کے لئے گیس کی غیر منصفانہ تقسیم کر کے ملک و قوم کو اربوں روپے کا نقصان پہنچانے والے عناصر کا تعین کر کے کاروائی کی جائے ۔سابقہ حکومت نے گیس کی فراہمی کی ترجیحی فہرست بھی میرٹ کے بجائے الیکشن مہم میں چندہ دینے والوں کے مفادات کا اولیت دی۔موجودہ حکومت اس سارے سلسلہ کا نوٹس لیتے ہوئے پالیسی پر نظر الثانی کرے۔
