PEW asks FBR to be sympathetic to senior auditors

The Pakistan Economy Watch (PEW) on Sunday asked Federal Board of Revenue (FBR) to be just and benevolent to hundreds of senior auditors in the Sales Tax Department awaiting promotion since thirteen years.
They deserve level playing field, due regard and promotion as their other colleagues who have been enjoying promotions, said Dr. Murtaza Mughal, President PEW.
This he said while talking to a delegation of senior auditors who called on him the other day. He said that there is no rationale in keeping them in junior cadres after they have fulfilled criteria for promotion as mentioned by the Federal Public Service Commission (FPSC). 
Auditors told him that there are over 500 senior auditors serving in FBR while their first batch was selected in 1996 through FPSC.
They have not been promoted since then while superintendents, principal appraisals and others from the Customs, Sales Tax and Federal Excise Group have been promoted to the rank of assistant collector.
“We find ourselves frustrated to see contemporary income tax officers promoted to the posts of deputy commissioners in BPS-18 while we continue to work in the same grade (BPS-16) in which we were appointed thirteen years back,” they said.
The Sindh High Court in a decision dated 30/10/2007 asked the FBR to issue the seniority list of the senior auditors and to promote them to the rank of assistant collector.
In response, the FBR issued a seniority list but delayed the main issue of promotion. Senior auditors again invoked Sindh High Court but this time FBR came out with a new proposal of promoting these officers to a new cadre of assistant manager (BPS-17).
The senior auditors have refused to accept the new cadre which has also created ambiguities for the Establishment Department.
Dr. Murtaza Mughal said that promotion would boost morale of the employees and improve working of FBR.
How can a government provide justice to an ordinary person when its own employees are denied the same for the last so many years, he questioned.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ ایف بی آر ان سینکڑوں سینئرآڈیٹروں سے شفقت اور رحمدلی سے پیش آئے جو گزشتہ 13سال سے ترقی کی آس لگائے بیٹھے ہیں۔ سینئرآڈیٹرجو 1996 میںفیڈرل پبلک سروس کمیشن کے مسابقتی امتحان کے زریعے منتخب ہوئے تھے کو بھی دیگر شعبوں میں خدمات انجام دینے والے مساوی قابلیت رکھنے والے افسران کی طرح برتا جائے۔ امتیازی سلوک کر کے سرکاری ادارے انسانی حقوق کی خلاف ورزیاں بند کریں۔یہ بات انھوں نے گزشتہ روز ایف بی آر کے سینئرآڈیٹروںکے ایک وفد سے ملاقات کے دوران کی۔ڈاکٹر مرتضیٰ مغل نے کہا کہ جب کسٹم، فیڈرل ایکسائیر ، انکم ٹیکس اور سیلز ٹیکس گروپ کے سپرنٹنڈٹس، اپریسروں اور انکم ٹیکس افسران کو اسسٹنٹ کلکٹر اور ڈپٹی کمشنرکے عہدوں پر ترقی دی جا سکتی ہے تو 13سال سے ترقی کے منتظرپانچ سو سے زیادہ سینئرآڈیٹروںکا کیا قصور ہے۔انھوں نے کہا کہ ترقی دینے سے گریڈ سولہ میں کام کرنے والے ان افسران کا حوصلہ بڑھے گا اور ادارے کا کام بہتر انداز میں چلے گا جس سے عوامی شکایات کا ازالہ بھی ممکن ہو گا۔انھوں نے کہا کہ جب حکومت اپنے افسران کو ہی انصاف نہیں دے سکتی تو عام آدمی کو کیا خاک انصاف ملے گا۔انھوں نے سپریم کورٹ سے اپیل کی کہ بیوروکریسی کے تاخیری حربوں کا نوٹس لیا جائے اور انصاف کی فراہمی یقینی بنائی جائے۔
