PaCCS issue should be resolved amicably: PEW

The Pakistan Economy Watch (PEW) on Thursday said the issue of Pakistan Automated Customs Clearance System (PaCCS) merits resolution by top government functionaries in a non-hostile manner.
Authorities should come out clear about this custom clearance system after four years of operations and huge investments.
Masses as well as stakeholders should be taken into confidence about decision to discontinue or roll on PaCCS as conflicting statements of top officials has confused the situation, said Dr. Murtaza Mughal, President PEW.
He said that PaCCS has contributed towards trade facilitation, economic development, enhanced revenue collections and hiked transparency.
Strengths and weaknesses of this system pointed out in various reports and audits prepared by chartered accountants and subject-matter experts should be made public to clear the cloudy issue, he demanded.
He said that the auditors had recommended that this system should be continued following a proper agreement with vendors who were facing difficulties at the hands of the some officials at FBR.
People must know why these audit reports have been ignored that declared PACCS technical sound after critically examination, he said.
The recent advisory council report has been a breath of fresh air in the inefficient and morally corrupt official environment but it was also disregarded. “It seems that some elements care more about personal welfare than economy,” he said.
People should also know grounds for trying ASYCUDA customs management system, developed for Africa three decades back. Its ability to reduce opportunities for staff to manipulate valuation also needs confirmation.
We should not settle for average software developed for third world by rejecting a modern package being experienced in developed world, said Dr. Murtaza Mughal.
The incoming finance minister or advisor should take a final decision on merit to continue or terminate operations of this customs clearance system.
He said adding that our history is full of hasty, secretive, and unilateral decisions that have hurt country and invited criticism as well as public backlash.
پیکس کے معاملہ کو قانونی طور پر حل کیا جائے
اسلام آباد( مارچ 04) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے حکومت پیکس کے معاملہ کو قانونی طور پر خوش اسلوبی سے حل کرے۔ اس نظام کو جاری رکھنے سے معاشی ترقی، محاصل اور سرمایہ کاری میں اضافہ ممکن ہو گا۔انھوں نے کہا اعلیٰ حکام کے متضاد بیانات اور فیصلوں نے صورتحال کو پیچیدہ بنا دیا ہے۔جمعرات کے روز جاری ہونے والے ایک بیان میں انھوں نے کہا کہ پاکستان آٹومیٹڈ کسٹمز کلیرنس سسٹمز(پیکس) کو تین مختلف آڈٹ ٹیموں نے کامیاب قرار دیا گیا ہے مگر انکی سفارشات کو نظر انداز کیا جا رہا ہے۔ عوام کو بتایا جائے کہ چار سال کے کامیاب تجربات اور بھاری سرمایہ کاری کے بعداب اس نظام کو کیوںختم کرنے کی تدبیریں کی جا رہی ہیں۔اس میں معمولی تبدیلیاں کر کے ضروریات کیوں پوری نہیں کی جا سکتی ہیں۔ ڈاکٹر مغل نے کہا کہ اس جدید نظام کا خاتمی ملکی مفاد کے خلاف ہے اور اس کی جگہ ایسکوڈا کا پرانانظام روشناس کروایا جا رہا ہے جو تیس سال قبل افریقہ کے لئے بنایا گیا تھا جو جدید دور کے تقاضوں کے ہم آہنگ بھی نہیں مگر ایف بی آر کی بابو شاہی اب بھی اس کے گن گا رہی ہے ۔ انھوں نے کہا کہ ملک میں اس سے قبل بھی کئی اہم فیصلے خاموشی اور سرعت سے کئے گئے ہیں جس کے نتائج سب کے سامنے ہیں۔
