Education for all a constitutional obligation for Govt
Speakers at a seminar called for reforming education sector to bring Pakistan at par with other countries and ensure a better future for generations to come.
They said that the system of formal teaching is not delivering which demands an immediate overhaul.
Speaking at a function at Wah Islamic School of Excellence (WISE), SVP of PML-Q and former foreign minister Akram Zaki, Lt. Gen (Retd) Amjad Shoaib, Dr. Murtaza Mughal, President, Pakistan Economy Watch, Dr. Atta ur Rehman and others said reduction in education budget will hurt the efforts to develop society.
“This critical sector is already facing many challenges, acquiring education has become difficult for many,” they said.
Our growth prospects are being jeopardised by slashing allocation; we simply cannot afford a slowdown in a situation when enrolment rate is already witnessing a drop, they questioned.
Zaki said that around 40 per cent of the children cannot access education, we have over 12 million child workers and we are ranked 117th out of 134 countries in terms of quality of primary education.
Gen Shoaib said that the curricula must be improved and the focus need to be shifted from memorization to understanding. Political interference has created schools that have barely lifted literacy rates.
Dr. Murtaza Mughal said that our pupil-teachers ratio is 40 pc,60pc of girls and 72pc of boys go to a primary school while 28pc of girls and 37pc of boys get secondary education. Only 60pc of children complete a primary schooling. 54.2pc of adults and 69.2pc of youth are literate. Only 5pc of tertiary age are in tertiary education.
The government is falling short of its constitutional obligation to provide primary education to all.
The deteriorating education system has radicalised many while failing to equip them with the skills necessary for a modern economy. System is boosting influence of jihadi groups, developing internal conflicts that need to be addressed, demanded Dr. Mughal.

اسلام آباد( ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ تعلیمی شعبہ میں اصلاحات کے بغیر پاکستان نہ تو ترقی کر سکتا ہے اور نہ ہی آنے والی نسلوں کے لئے بہتر مستقبل کی ضمانت دی جا سکتی ہے۔ عوام کو بنیادی تعلیم فراہم کرنا حکومت کی آئینی ذمہ داری ہے۔انھوں نے کہا کہ ہمارا تعلیمی نظام ایک بڑی تعداد کو معاشرے کا کارآمد شہری بننے سے روک رہا ہے۔ تعلیمی بجٹ پر نظر الثانی کی جائے ورنہ بہت سے منصوبے رک جائیں گے اور ہم بہت پیچھے رہ جائیں گے۔ یہ بات انھوں نے واہ اسلامک سکول آف ایکسیلنس (وائیز) میں منعقدہ ایک سیمینار سے خطاب کرتے ہوئے کی۔ سیمینار سے ق لیگ کے سینئیر نائب صدر اور سابق وزیر خارجہ اکرم زکی،جنرل (ر) امجد شعیب، ڈاکٹر عطا الرحمٰن اور دیگر مققرین نے بھی خطاب کیا۔ انھوں نے کہا کہ تعلیم حاصل کرنامہنگا اور ناممکن ہوتا جا رہا ہے اور ہماری ترقی کے عمل کو روکا جا رہا ہے۔سکول بموں کے زریعے اڑائے جا رہے ہیں اور علم حاصل کرنے والے بچوں کی تعداد میں زبردست کمی ریکارڈ کی جا رہی ہے۔40 فیصد بچے تعلیم حاصل نہیں کر پاتے جبکہ مزدور بچوں کی تعداد ایک کروڑ بیس لاکھ سے زیادہ ہے۔پاکستان کی پرائمری تعلیم دنیا میں 117ویں نمبر پر ہے ۔علم ، تجربہ اور مشاہدے کے بجائے رٹّے پر زور ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ ساٹھ فیصد لڑکیاں اور 72فیصد بچے پرائمری سکول جاتے ہیںجبکہ 28فیصد لڑکیاں اور 37فیصد بچے سیکنڈری سکول جاتے ہیں۔ صرف پانچ فیصد اعلیٰ تعلیم حاصل کرتے ہیںاور چالیس بچوں کے لئے ایک استاد ہے۔انھوں نے کہا کہ ہمارا نظام تعلیم منقسم قوم پیدا کر رہا ہے جو ہر چیز کو تعصب کی آنکھ سے دیکھتے ہیںجس وجہ سے ان میں جرائم کا رجحان بڑھ رہا ہے۔
