No future for gas business without rapid relocation to neglected areas
The Pakistan Economy Watch (PEW) on Friday said that once flourishing CNG sector is gradually falling into decay.
Many investors are facing losses while hundreds have closed businesses. Hundreds of conversion outlets have simply pulled the shutters down pushing thousands into unemployment.
Lack of proper planning and supervision, disregarding principle of demand and supply, rapid growth amid gas shortages, absence of guidelines for minimum distance between CNG stations, dipping price differential between gas and petrol, unilateral decisions and increasing cost of doing business have contributed towards the decline, said Dr. Murtaza Mughal, President PEW.
Uneven distribution has resulted in concentrated number of pumps in some areas has ignited a price war and unfair practices. On the other hand, there are localities that lack adequate number of stations forcing people to wait for hours to get gas, he said.
There are 319 CNG stations in Lahore while Karachi stands second with 302 pumps. There are 276 stations in Rawalpindi, 199 in Peshawar, 99 in Islamabad and 43 in Manshara.
On the other hand, there are 12 pumps in Quetta, 22 in Khanewal, 72 in Multan and only 2 in Bhawalpur. There is a dire need to double number of CNG stations on Motorways.
So far, around Rs 177bn has been invested in this sector excluding cost of land, 5900 licences have been issued, 3140 stations are operational providing cheap fuel to 267900 vehicles, employment opportunities to thousands, paying Rs 32 billion in different taxes to federal, provincial and district governments and saving $1.65bn of foreign exchange, he said.
However, improper supervision has so far kept the sector of any brand that enjoys trust of masses, he regretted.
Dr. Mughal said that speedy relocation of pumps backed by incentives could save this sector. The cost of relocation sans land expenditure range from Rs 1 to 2 crore per unit.
It will save investments, jobs, revenues and reduce load. It will help reduce threat to masses and complaints of domestic consumers who sometimes find it hard to cook meals.
Gas companies are expanding network while Ogra will not issue new licences until 2012. People of remote areas can also get economical fuel if relocation is endorsed.

اسلام آباد( ) پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے برسوں کی بے توجھی کی وجہ سے سی این جی سیکٹر تباہی کے دہانے تک پہنچ گیا ہے۔کاروباربند اور عوام بے روزگاراور سستی توانائی سے محروم ہو رہے ہیں۔متعلقہ اداروں کی غلط منصوبہ بندی،عدم نگرانی، طلب اور رسد کے اصولوں کی خلاف ورزی، گیس کے بحران کے دوران بھی اجازت ناموں کے اجراء، متنازعہ فیصلے اورفلنگ سٹیشوں کے مابین فاصلہ رکھنے کے اصول کی پامالی اس زوال کا سبب ہیں۔انھوں نے کہا کہ بعض مقامات پر ضرورت سے زیادہ سی این جی سٹیشن لگا دئیے گئے ہیں جبکہ کئی کوبالکل نظر انداز کر دیا گیا ہے۔ ڈاکٹر مرتضیٰ مغل کے مطابق اس وقت کراچی میں 302، لاہور میں 319، راولپنڈی میں 276،پشاور میں 199، اسلام آباد میں 99 جبکہ مانسہرہ میں 43 سی این جی پمپ ہیں۔ دوسری طرف کوئٹہ میں 12، خانیوال میں 22،ملتان میں 72اور بہاولپور میں دو پمپ ہیں۔موٹر وے پر انکی تعداد دونی کرنے کی ضرورت ہے۔انھوں نے کہا کہ عوام نے اس شعبہ میں زمین کی قیمت کے علاوہ 180ارب کی سرمایہ کاری کر رکھی ہے۔ 3140 پمپ267900گاڑیوں کو سستا ایندھن،ہزاروں کو روزگار، حکومت کو 32ارب ٹیکس اور ملک کو 1.65ارب ڈالر کا زر مبادلہ بچا کر دے رہے ہیں۔ اس شعبہ کو بچانے کے لئے نقصان میں چلنے والے سی این جی سٹیشنوں کوفوری طور پر نظر انداز شدہ علاقوں کی طرف منتقل کیا جائے۔ اس سلسلے میں حکومت مراعات کا اعلان بھی کرے کیونکہ ایک پمپ کی منتقلی کے اخراجات ایک سے دو کروڑ تک ہونگے۔ڈاکٹر مرتضیٰ مغل نے کہا کہ اس سے سرمایہ کاری،محاصل اورملازمتیں بچیں گی۔ گیس کا لوڈ مناسب ،عوام کو لاحق خطرات کم اور گھروں میں چولہا نہ جلنے کی شکایات کا ازالہ بھی ہو سکے گا۔انھوں نے کہا کہ اوگرا نے دو سال تک نئے لائسنس جاری نہ کرنے کا فیصلہ کیا ہے جبکہ دور دراز علاقوں کو گیس کی فراہمی کا سلسلہ جا رہی ہے جہاںکے عوام کو سستا ایندھن فراہم کرنے کے لئے شہروں میں قائم اضافی پمپوں کو فوری منتقل کیا جائے۔
