Gilgit-Baltistan becomes goldmine for influential oil mafia
Abuse of freight subsidy benefiting politicians, officials and OMCs
The Pakistan Economy Watch (PEW) on Sunday said an influential mafia has embezzled billions by misusing petroleum freight subsidy.
The inland shipment subsidy is offered to ensure uninterrupted supply and keep prices of the petroleum products stable in the remote areas but a gang is misusing it since a decade, it said.
Some influential politicians, oil marketing companies (OMCs), officials of petroleum ministry, Orga and carriage contractors are said to be involved, said Dr. Murtaza Mughal, President PEW.
He said that following deregulation in Musharraf’s era, dozens of OMCs cropped up, some on papers only.
These companies, hand in glove with some elements, started loading petroleum products from Rawalpindi and Mahmood Kot, Multan for Gilgit-Baltistan (GB) but would unload it locally to charge fare from the government.
Later, the OMCs with the help of an influential group of GB, established dozens of petrol pumps in GB for sole purpose of filing fake delivery orders to get fare without selling a drop of petrol or diesel.
Presently, many petrol pumps selling 40-50 thousand litres of petroleum products in GB would show sale of 4-5 lakh litre depriving government of billions of rupees, he said.
Dr. Murtaza Mughal said that a proper system to check sale of OMCs, audit of filling stations and physical verification is yet to be in place transforming GB into a goldmine for oil mafia.
He said that presently an oil tanker charge Rs 750,00 fare for Gilgit while the cost escalates to Rs 100 thousand for Skardu and Hunza.
It takes five days for a carriage vehicle to deliver petroleum products in Gilgit and come back but the tankers of the mafia are paid fare for 4-5 trips in a calendar week which is amazing.
PSO has established a depot in GB but other OMCs were never asked to conduct business through that facility. Rather direct sales were preferred due to obvious reasons, he said.
He also criticised PSO, the biggest national retailer, to remain mum over the issue despite knowing all the details.
Dr. Mughal has demanded of the Chief Justice Pakistan and other officials to take note of the plunder, stop malpractices and ensure recovery of looted wealth.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے پٹرولیم مصنوعات گلگت بلتستان پہنچانے کے عمل میں اربوں روپے کے گھپلوں کا انکشاف ہوا ہے۔ دس سال سے جاری اس کھیل میںکئی سیاستدان، نجی آئل مارکیٹنگ کمپنیاں، وزارت ِپٹرولیم کے اعلیٰ حکام، ٹرانسپورٹر، ٹھیکےداراوراوگرا ملوث بتائے گئے ہیں۔حکومت ملک بھر میں قیمتیں یکساں رکھنے کے لئے گلگت بلتستان سمیت متعدد دور افتادہ علاقوںمیں پٹرولیم مصنوعات فراہم کرنے کا کرایہ ادا کرتی ہے۔مشرف دور میں ڈی ریگولیشن کے بعد درجنوںآئل مارکیٹنگ کمپنیاں وجود میں آگئیںجنھوں نے بعض عناصر کی مدد سے گلگت بلتستان کے نام پر پنڈی اور محمود کوٹ ملتان سے تیل لے کر وہیں پر فروخت کر کے کرایہ وصول کرنے کا دھندا شروع کر دیا۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ ان کمپنیوں نے گھپلوں کے لئے گلگت، سکردو اور ہنزہ میں درجنوں پٹرول پمپ بھی بناڈالے ۔اس وقت وہاںچالیس سے پچاس ہزار لیٹرماہانہ فروخت کرنے والے پٹرول پمپ بھی کاغذات میں پانچ سے چھ لاکھ لیٹر سیل دکھا رہے ہیں۔آئل مارکیٹنگ کمپنیوں کی سیل ،پٹرول پمپوں کے آڈٹ اور موقع پرمعائنہ کا کوئی مناسب نظام جان بوجھ کر نہیں بننے دیا گیا ہے نہ ہی کبھی لوٹی گئی قومی دولت وصول کرنے کی کوئی کوشش کی گئی جس سے گلگت بلتستان آئل مافیا کے لئے سونے کی کان بن گیا ہے۔ ڈاکٹر مغل نے کہا کہ راولپندی سے گلگت کا کرایہ75ہزار روپے جبکہ سکردو اور ہنزہ کا کرایہ ایک لاکھ روپے تک ہے۔ایک ٹینکرر پانچ دن میںگلگت جا کر واپس پہنچتا ہے مگر اس مافیا کے ٹینکر کوہفتے میں چار سے پانچ چکر لگانے کا کرایہ ادا کیا جاتا ہے۔ گلگت بلتستان میں صرف پی ایس او کے پاس ڈپو ہے مگر کبھی کسی نجی آئل کمپنی کو اس ڈپو سے تیل لینے کی ہدایت نہیں کی گئی ہے بلکہ قومی دولت لوٹنے کے لئے براہ راست سپلائی پر زور دیا جاتا ہے۔ڈاکٹر مغل نے چیف جسٹس پاکستان اور دیگر حکام سے صورتحال کا نوٹس لینے کا مطالبہ کیا ہے۔
