Vice President Federation of Pakistan Chamber of Commerce and Industry (FPCCI) Fazal Elahi on Saturday said budget is not as per the expectations of the business community but it offers some hope.
He welcomed the announcement of adding 2.3 million people to the tax net saying that if materialised, it will resolve many problems. It is not a difficult task as we have four million commercial electricity connections and millions of commercial gas connections in the country.Fazal Elahi said that issue of energy outages has not been given due attention which will result in missed collection and export targets and add to unemployment.
Talking to Dr. Murtaza Mughal, President, Pakistan Economy Watch (PEW) he said that measures for sustainable growth were avoided which disappoints many.
The Vice President of the apex chamber said that no one can deny the presence of the black money in the country which should be channelled towards industry.
He said that debt servicing eats up 1972 billion rupees which is a major threat in a situation where tax-to-GDP ratio is falling and less than 1 per cent pay taxes.
Fazl Elahi expressed disappointment over absence of relaxation on machinery imports and lack of incentives to the industry that is reeling under multiple pressures.
He said that 25 per cent industry has been closed in Khyber Pakhtoonkhwa province and situation is not different in other parts of the country.
At the occasion, Dr. Murtaza Mughal said that exempted sectors like agriculture, property and services have not been touched in the budget which is unfortunate.
Putting education and other critical services on the back burner will not help us in any way adding that situation is pushing millions to send their children to seminaries.
Dr. Mughal said that budget hardly offer any relief for the poor or business community and has nothing to attract investment.
Govt has again failed to raise taxes on the elite to cut an unsustainable deficit which has left us reliant on debt. Budgets made for political survival is one of the biggest problems Pakistan is facing.

وفاق ہائے ایوان صنعت وتجارت کے نائب صدر فضلِ الہٰی نے کہا ہے کہ بجٹ کاروباری برادری کی توقعات کے مطابق نہیں تاہم مجموعی صورتحال بہتر کرنے کے لئے کے لئے بعض اقدامات کئے گئے ہیں۔تئیس لاکھ نئے افراد کوٹیکس نیٹ میں لانے کا اعلان خوش آئند ہے جس پر عمل درامد ہونے کی صورت میں ہمارے بہت سے مسائل حل ہو سکتے ہیں۔انھوں نے کہا کہ جس ملک میں بجلی کے چالیس لاکھ کمرشل کنکشن ہوں وہاں ٹیکس گزاروں کی تعداد آبادی کے ایک فیصد سے بھی کم ہونا حیران کن ہے۔توانائی کے بحران کے لئے سنجیدہ کوششیں نہیں کی گئی جس سے محاصل اور درامدات کاہدف حاصل کرنا مشکل ہو جائے گا۔ایف پی سی سی آئی کے نائب صدر فضلِ الہٰی نے پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل سے بات چیت کرتے ہوئے کہا کہ دیرپا ترقی کے لئے اقدامات کو نظر انداز کرنا ملکی مفاد میں نہیں۔ ملک میں کالا دھن موجود ہے مگر اس کا رخ صنعت و تجارت کی طرف کرنے کی ضرورت ہے۔پندرہ لاکھ ٹیکس گزاروں کی موجودگی میں1972ارب روپے کا سود ادا کرنا مشکل ہے اور ہمیں بجٹ میں کوئی مراعات نہ ملنے پر تشویش ہے۔ اس موقع پر ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت نے اپنی سیاسی بقا کے لئے ایک بار پھر زراعت، پراپرٹی اورسروسز پر ٹیکس نہ لگا کر ظلم کیا ہے۔تعلیم اور دیگر سہولیات کو نظر انداز کرنے سے انتہا پسندی کو فروغ ملے گا۔ڈاکٹر مغل نے کہا کہ بجٹ میں عوام، تاجروں اور سرمایہ کاروں کے لئے کچھ نہیں جبکہ اشرافیہ کے لئے بہت کچھ ہے۔انھوں نے کہا کہ اشرافیہ پر ٹیکس نہ لگنے تک ملک عدم استحکام کا شکار اور بیرونی امداد کا محتاج رہے گا۔ ہمارے بجٹ معیشت کے بجائے سیاست کو مدنظر رکھ کر بنائے جاتے ہیں جو ترقی کی راہ میں بڑی رکاوٹ ہے۔
