Negative return on deposits a reason behind capital flight
The Pakistan Economy Watch (PEW) on Sunday said the policies of the government are repelling the investment and indirectly supporting flight of capital at a time when it is badly needed at home.
Capital flight proves that some investors are not only disturbed but have lost faith in the economic policies of the government, it said.
The disappearance of wealth can result in sharp drop in the exchange rate leaving authorities with no option but to choke productive sector to keep it reserves intact, said Dr. Murtaza Mughal, President PEW.

He said that revelation of Malaysian Consul General that Pakistanis have transferred 2.1 billion dollars to Kuala Lumpur is shocking.
Dr. Murtaza Mughal said that majority of those who have shifted money belongs to Karachi which speak volumes about the feeling of people living in the commercial and industrial hub of Pakistan.
Flight of 2.1 billion dollars is tip of the iceberg as 99 per cent of such transactions are not recorded on the books, he said
“Another reason behind capital flight is the negative return depositors get from banking companies since decades,” he said adding that money is channelling to countries offering higher interest rates.
Dr. Murtaza Mughal said that some controversial taxes help governments earn some additional funds but it cost country a lot in shape of billions flowing outward.
Government should revisit policies otherwise sustained flight of capital will bring economy to knees, he warned.
He said that there is an urgent need that economic managers prove their vision otherwise investors will continue to shy away keeping Pakistan dependent on loans and donations.

نجی سرمایہ بڑی تعداد میں ملک سے فرار ہو رہا ہے
بینکوںکا منفی منافع بھی سرمائے کے فرار کا بڑا سبب ہے

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے حکومت کی پالیسیاں سرمایہ کاری کی راہ میں بڑی رکاوٹ بنی ہوئی ہیں۔ نجی سرمایہ بڑی تعداد میں ملک سے ایسے موقع پر فرار ہو رہا ہے جس وقت معیشت کواسکی شدید ضرورت ہے۔سرمائے کے فرار سے پتہ چلتا ہے کہ تاجرحکومتی پالیسیوں سے خوش نہیں اور انھیں مستقبل قریب میںبہتری کی کوئی امید بھی نظرنہیں آ رہی ہے۔ملک میںزرمبادلہ کی کمی سے روپے کی قدر میں کمی آ سکتی ہے جس کے حل کے لئے حکومت کے پاس نجی شعبہ پر مزید سختی کے سوا کوئی چارہ نہیں ہو گا۔ملیشیاءکے قونصل جنرل نے انکشاف کیا ہے کہ کستانیوںنے حال ہی میں انکے ملک میں 2.1 ارب ڈالر کی سرمایہ کاری کی ہے جن میں سے اکثریت کراچی کے باشندوں کی ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ یہ خطیر رقم ملک سے فرار ہونے والے سرمائے کا عشر عشیر بھی نہیں کیونکہ ایسے لین دین کا کوئی ریکارڈ نہیں رکھا جاتا۔انھوں نے کہا کہ بینکوں کی جانب سے کھاتہ داروں کو منفی منافع بھی سرمائے کے فرار کا بڑا سبب ہے۔لوگ بڑی تعداد میں ان ممالک کے بینکوں میں پیسہ رکھ رہے ہیں جہاں سے کچھ منافع ملتاہو۔ٹیکس نیٹ بڑھانے کے لئے کئے جانے والے اقدامات سے حکومت کو چند ارب کی اضافی آمدنی تو ہو جاتی ہے مگر اس سے کئی گنا زیادہ سرمایہ بھی ملک سے کوچ کر جاتا ہے۔انھوں نے کہا کہ اگربیرون ملک سرمایہ کاری کے رجحان کی حوصلہ شکنی نہ کی گئی تو معیشت بیٹھ جائے گی۔ ڈاکٹر مغل کے مطابق اگر اکنامک منیجر نجی شعبہ کا اعتماد حاصل نہ کر سکا تو پاکستان بدستورقرضوں اور بھیک کے سہارے چلنے پر مجبور رہے گااور ساری قوم غلامی کی زلت میں مبتلا رہے گی۔
