Power network should be handed over to private sector

The Pakistan Economy Watch (PEW) on Sunday said power generation and distribution network should be handed over to private sector.
Government has failed to address acute energy problem which has made lives of common people and business community miserable and put brakes on the growth, it said.
Rulers prefer to bury their heads in sand by ordering ad hoc measures; bureaucracy seems to be more interested in barring investment in energy sector while concerned ministries are too much focused on rental power which has proved useless, said Dr. Murtaza Mughal, President PEW.
Power ministers of the current regime have been promising since years to overcome load shedding; these claims were never taken seriously owing to government’s lack of commitment, he said.Similarly, top government officials frequently announce that few hundred megawatts have been added to the system but how was that materialised is never disclosed, he added.
Dr. Murtaza Mughal said that government has failed to implement decision to close markets in peak hours to save energy which also speaks of lack of will.
He said that international donors as well as investors are not ready to invest in Pakistan’s energy sector while concerned departments are not ready to facilitate Chinese investment which is unfortunate, he said.
He said that plans to build mega hydro power projects have hit snags, import gas and electricity from Iran, Middle East and central Asia could not be materialised while Thar Coal reserves are waiting for exploitation.
Successes of the government on energy front are only visible in official record and newspapers while there is nothing on the ground, he said.
In this scenario, he said, government should seek apology from masses on ailed promises and consider handing over power generation and distribution system to private sector in stages.
There is no dearth of capable, honest and dedicated individuals in Pakistan’s private sector who will try best to serve nation, he said.

اسلام آباد پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے حکومت توانائی کا بحران حل کرنے میں ناکامی کا اعتراف کرتے ہوئے عوام سے معافی مانگے اور اس شعبہ کو بتدریج ملک کے نجی شعبہ کے حوالے کر دیا جائے۔حکومت کی ناکامی کی وجہ سے لوڈ شیڈنگ نے عوام اور معیشت کو ناقابل تلافی نقصان پہنچایا ہے جبکہ نمو رک گئی ہے۔حکمران مسائل حل کرنے کے بجائے انھیں ٹالنے کی پالیسی پر عمل پیرا ہیں، بیوروکریسی سرمایہ کاری روکنے پر کمربستہ جبکہ وزارتیں کرائے کی بجلی کی خواہاں ہیںجس سے فائدے کے بجائے نقصان ہو رہا ہے۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ پانی و بجلی کے وزیر کئی سال سے لوڈ شیڈنگ کے خاتمہ کی نوید سنا رہے ہیںاور ساتھ ہی آئے روز کئی سو میگاواٹ سسٹم میںشامل ہونے کی خوش خبری سنا کر عوام کو لوریاں دے رہے ہیں۔حکومت نہ تو کوئی میگا پراجیکٹ شروع کر سکی،نہ ہی ایران، مشرق وسطیٰ اور وسط ایشیاءسے گیس و بجلی لے سکی ہے اور نہ ہی تھر کے لوئلے کو کام میں لا سکی ہے جس سے اسکی سنجیدگی کا پتہ چلتا ہے۔ڈاکٹر مغل نے کہا کہ توانائی سے متعلقہ اداروں میں کرپشن میں کمی اور شام کو مارکیٹوں کو بند کرنے میں بھی حکومت ناکام رہی ہے۔حکومت کی کامیابی صرف سرکاری کاغذات اوراخبارات تک محدود ہے جبکہ زمین پر کچھ بھی نہیں۔بین الاقوامی ادارے اور سرمایہ کار پاکستان کے توانائی کے شعبہ میں کام کرنے کو تیار نہیں جبکہ مختلف محکمے چینی سرمایہ کاروں کو کام کی اجازت دینے کو تیار نہیں ہیں۔ان حالات میں بجی شعبہ کو آزمائے بغیر کوئی چارہ نہیں۔انھوں نے کہا کہ پاکستان کے نجی شعبہ میں ایسے لائق، ایمانداراور ملک کا درد رکھنے والے لوگ موجود ہیں جو ملک کو بحران سے نکالنے کی صلاحیت رکھتے ہیں۔
