Govt to boost reliance on borrowings
MQM’s shadow budget a positive move
The Pakistan Economy Watch (PEW) on Wednesday said upcoming budget will offer nothing but disappointment.
The government which is finding difficult to fulfil its debt obligations would be unable to provide any relief to masses and business community, it said.
Despite a severe financial crisis in sight, the tax-exempted sector will continue to enjoy free ride without discharging their responsibilities, said Dr. Murtaza Mughal, President PEW.
Drying foreign inflows and failure to widen tax net will leave government with few options but to rely on borrowing from State Bank and other commercial banks, he added.

 He said that tax authorities with be asked to take stringent measures to further squeeze honest taxpayers for raising funds.
Dr. Murtaza Mughal said that claims of government functionaries to provide relief to masses and reduce unemployment will remain confined to slogans while industrial sector including textiles will not get any meaningful bailout package.
Government reliance on domestic resources will continue to deprive productive sectors of cheap credit which will result in lost competitiveness, he warned.
He said that rulers would remain engaged in political struggle while neglecting urban masses and pleasing rural elite.
Dr. Murtaza Mughal said that MQM has made history by presenting shadow budget. Other political parties should follow the suit from the next fiscal to demonstrate concern towards economic situation.
Not all of the MQM’s proposals are workable notwithstanding it was a very positive move on the part of a political party, he said.
He said that on-serious attitude of rulers; absence of long-term strategy regarding socio-economic uplift and reluctance to introduce reforms will keep promised economic growth a far cry in the next fiscal.
However, the short budget speech will have many claims about magical transformation of the economy, said Dr. Mughal.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ بدانتظامی اور عدم اصلاحات کے سبب ملک ایک خوفناک بحران کی طرف بڑھ رہا ہے۔ ان حالات میں اگلے مالی سال کا بجٹ ایک دھوکا ہوگا جس میں عوام اور کاروباری برادری کو مایوسی کے علاوہ کچھ نہیں ملے گا۔ بجٹ ٹیکس سے مبرا شعبوں کے لئے تازہ ہوا کا جھونکا ثابت ہو گا کیونکہ انھیں ہر قسم کی یقین دہانی کروا دی گئی ہے۔بیرونی قرضے نہ ملنے کے سبب حکومت کے پاس نوٹ چھاپنے اور مرکزی و کمرشل بینکوں سے قرضے لینے کے علاوہ کوئی راستہ نہیں بچے گا جبکہ ٹیکس نیٹ بڑھانے کے بجائے ایماندار ٹیکس گزاروں کے خلاف گھیرا تنگ کیا جائے گا۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ عوامی فلاح اور بے روزگاری کم کرنے کے لئے صرف دعووں پر انحصار کیا جائے گاکیونکہ ریکارڈ بد انتظامی کے سبب خزانہ خالی ، حکومت بیرونی ادائیگیوں کی صلاحیت سے عاری اور روپیہ بری طرح گرتا جا رہا ہے۔اگلے مالی سال میں بھی کاروباری برادری کو سستے قرضہ تک رسائی نہیں ملے گی اور ٹیکسٹائل سمیت کسی بھی صنعت کو مناسب بیل آئوٹ پیکج نہیں ملے گاجس کی وجہ سے ہزاروں کاروبار بند اور لاکھوں بے روزگار ہوں گے۔ حکومت کی تمام ترتوجہ سیاست، عدالتوں اور دیہی اشرافیہ کی ناز برداریوں پر مزکور رہے گی۔ ڈاکٹرمغل نے کہا کہ ایم کیو ایم نے مناسب وقت پر شیڈو بجٹ پیش کر کے نئی تاریخ رقم کی اور دیگر سیاسی جماعتوں کو بھی اقتصادی معاملات کو سنجیدگی سے لینے کا راستہ دکھایا ہے۔زراعت پر ٹیکس ،سرکاری اداروں کی تنظیم نو اورامدادی قیمتوں کے خاتمہ سمیت شیڈو بجٹ کی کئی تجاویز قابل ستائش جبکہ کئی ناقابل عمل ہیں جن میںدفاعی بجٹ میں کمی شامل ہے کیونکہ ملک اس وقت اندرونی اور بیرونی دشمنوں کے نرغے میں ہے۔ڈاکٹر مغل نے کہا کہ اگلے سال سے تمام سیاسی جماعتیں بجٹ سے قبل اپنا شیڈو بجٹ عوام اور کابینہ میں پیش کر کے عوام دوستی کا ثبوت دیں۔حکمرانوں کے غیر سنجیدہ رویہ کے سبب اگلے سال بھی معاشی نمو ایک خواب رہے گی تاہم مختصر بجٹ تقریر میں عوام کو لالی پاپ دینے کی ہر ممکن کوشش کی جائے گا۔
