Continued emphasis on social mobility via education demanded
The Pakistan Economy Watch (PEW) on Tuesday said that education policy needs to be revisited to ensure social mobility which will result in rapid social and economic progress.
Educational inequality has become one of the most important social issues which need immediate attention of the authorities, it said.
Flawed educational policies, budget cuts and lack of interest on the part of authorities have left majority of state-run educational institutions dysfunctional, said Dr. Murtaza Mughal, President PEW.
While, many private school chains in their race for profits are not only promoting negative tendencies but also threatening to reduce levelling effects of education, he added.
Dr. Murtaza Mughal said that our education system has been reaffirming existing class inequalities far more than it acts to change them; it is serving to further widen the gap between rich and poor.
He said that for a healthy society, success in the higher education for students from lower socio-economic groups should be an important policy goal.
Boosting per-pupil spending and early educational intervention in low-income children can address the problem of increasing cultural and achievement gap.
Strong policy commitment is needed as countries with relatively low class inequality have prospered more than those with a greater class division, he added.
He said that government can make it mandatory for private educational institutions to reduce imbalance in the society by providing free education to a certain percentage of underprivileged children.
Dr. Murtaza Mughal argued that if madressas all across the country can provide free education to millions, private schools can also provide this facility to some poor children which will prove their social worth.
Demanding continued emphasis on social mobility through education he said that war on poverty cannot be won sans quality education for all.

پاکستان اکانومی واچ کے صدر ڈاکٹر مرتضیٰ مغل نے کہا ہے کہ غربت کے خلاف جنگ تعلیم کے شعبہ کو توجہ دئیے بغیر جیتنا ناممکن ہے۔ تعلیم کے شعبہ میں نہ صرف سرمایہ کاری کی ضرورت ہے بلکہ اس نظام کو درست کرنے کی بھی ضرورت ہے جو امیر اور غریب کے مابین فرق کم کرنے کے بجائے اسے بڑھا رہا ہے۔ناقص تعلیمی پالیسیاں ، بجٹ میں کٹوتیاں اور ارباب اختیار کی سرد مہری کی وجہ سے تعلیمی شعبہ زبردست زوال کا شکار ہے جس کے منفی اثرات پورے معاشرے کو لپیٹ میں لے رہے ہیں۔ناقص پالیسیوں کے سبب
سرکاری ادارے غیر فعال ہو چکے ہیں جبکہ لوٹ مار میں مصروف کئی نجی ادارے بلا روک ٹوک تعلیمی عدم مساوات اور منفی رجحانات کو فروغ دے رہے ہیں۔ ڈاکٹر مرتضیٰ مغل نے کہا کہ حکومت غربیوں کے بچوں کو معیاری تعلیم دلوانے کے لئے نجی تعلیمی اداروں کو دس یا پندرہ فیصد غریب بچوں کو مفت تعلیم دینے کا پابند کرے۔ اگر مدرسے لاکھوں طلباء کو مفت تعلیم دے سکتے ہیں تو پرائیویٹ سکول کیوں نہیںجس سے طبقاتی عدم مساوات اور معاشرتی عدم توازن میں کمی آئے گی اور ملک بھی ترقی کرے گا۔ڈاکٹر مغل نے کہا کہ جن ممالک میں امیر اور غریب کے مابین خلیج کم ہوتی ہے وہ زیادہ تیزی سے ترقی کرتے ہیں اور جہاں یہ فرق زیادہ ہو وہاں اقتصادی و سماجی ترقی خواب رہتی ہے۔ غریبوں پر تعلیم کے دروازے بند نہیں ہونے چائیے اور انھیں ترقی کے مواقع فراہم کرناحکومت کی زمہ داری ہے۔
