Investors’ confidence can move the stagnant economy
The Pakistan Economy Watch (PEW) on Sunday asked the government to introduce initial public offerings (IPO) grading system in Pakistan to restore confidence of investors and boost dry market.
IPO grading serves as a tool for additional information and assistance to investors enabling them to take proper decisions after getting realistic picture of a company.
This service is very useful to retail investors who seek to invest in companies that are little known or unknown in the equity markets, said Dr. Murtaza Mughal, President PEW.
A grade is not a recommendation to buy shares but only an independent, reliable and logical evaluation of the fundamentals of a company going in for an IPO, he said.

The Pakistan Economy Watch (PEW) on Friday said government is planning buy LNG on inflated rates under the garb of resolving energy crisis.
All rules and regulations have been relaxed for the import of 500 million cubic feet of LNG per day under a long-term contract, it said.
Pakistan will have to pay some five million dollars daily for fifteen years while politicians will get some Rs 400 billion in kickbacks if the deal to import LNG from Qatar on hefty rates is finalised, said Abdullah Tariq, SVP of PEW.
Secretary Petroleum Mr. Muhammad Ejaz Chaudhry has been fired for resisting the deal while efforts are underway to tame Oil Gas Regulatory Authority (Ogra) which has also opposed the deal, he added.
Tariq said that the ministers who are uneasy over letters from Ogra against LNG import want the department dissolved or brought under the control of the petroleum ministry.

Pakistan faces threat of losing $1b annual export to EU: PEW

ISLAMABAD – Pakistan may not avail the full benefits of duty free exports to European Union (EU) under Generalized System of Preferences (GPS) plus scheme and faces a threat of losing $ 1 billion annual export to the latter due to deteriorating energy crisis.
This was said by President Pakistan Economy Watch (PEW) Dr Murtaza Mughal in a statement issued here on Sunday. In his statement he said the deteriorating energy crisis of the country may hit a stumbling block to get desired objectives through GSP plus scheme effective from 2014.
“If the government is not able to get rid of power outages till 2014 then the EU facility will not help the country at large to get its desired objectives of enhancing export,” Murtaza Mughal said, adding that country’s export was expected to increase by more than $ 1 billion per annum to European Union and will export more than 6,000 tariff lines duty free whereas currently exporting the same tariff lines but with duties.

ISLAMABAD: Independent Economists have said that the govenment will not be able to achieve current fiscal year’s revised budget deficit target of 4.7 percent due to resource-constraints.

While talking to Online here on Sunday renowned economist Dr Salaman Shah said that budget deficit was expected to wide further in current fiscal year 2011-12 because of debt repayments and a lack of external assistance.

He said that the government recent decision of postponing the launching of 3G licence will also wide the budget deficit as the launching of 3G licence was expecting to generate Rs.75 billion during on going financial year.

“Keeping in view the depressive economic situation in the country budget deficit may remain in the range of 6 to 7 percent,” Dr Salman Shah said, adding that this is the pre-election year and the government was tending to spend more on the public sector development front ahead of general election.

Executive Director(ED) Sustainable Development Policy Institute (SDPI) Dr Abid Sulari said that to get revised budget deficit target of 4.7 per cent was almost impossible for the government due to slow releases from Coalition Support Fund (CSF) and financial constraints.

While talking to Online President Pakistan Economy Watch (PEW) and economist Dr Murtaza Mughal said that government has needed to take tangible steps to issue Secondary Public Offerings for the state-run oil firms to bridge the fiscal gap.

He said that Pakistan had already started repaying to the International Monetary Fund (IMF) loan last month with a $399 million payment which will also affect the government efforts to keep budget deficit in control.

Stories of corruption appearing in press, Auditor General’s reports and Transparency International Pakistan’s findings should not fall on deaf years, said Mirza Riaz, Secretary General of the PEW.

The Pakistan Economy Watch (PEW) on Friday said government’s claim of an extra-ordinary 39 per cent hike in CNG consumption is arguable.
According to a CNG association, the consumption has witnessed a nominal growth of 0.4 per cent in 2011, it said.
How come CNG consumption increased when a good number of the filling stations remained closed for almost five months in 2011 due to load management, Dr. Murtaza Mughal, President PEW questioned.
Data regarding consumption should not be kept secret, it should be made public so that all stakeholders and masses know the facts, he demanded.

The Pakistan Economy Watch (PEW) on Sunday said SECP’s move to push Sharia compliant risk coverage in Pakistan is to benefit millions.
The move may triple insurance density and penetration in which Pakistan ranks lowest in the region, it said.
Islamic insurance can benefit those who do not subscribe to the conventional insurance forbidden by the Sharia law, said Dr. Murtaza Mughal, President of the PEW.
Takaful, the Halal risk mitigation has been growing 15 per cent annually, however it grew 31 pc in 2011, he added.
Unlike conventional insurers who charge money to cover the risks, Takaful spread the risk and rewards among all participants, he informed.
